October 27. 2008 At a Called Meeting of the City Council on Monday, October 27,2008, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Stephen E. Heretick, Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 444 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 6:00 p.m., Monday, October 27, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 445 - The following item was discussed in Public Work Session: 1. Railroad Museum Presentation - Bill Hargrove, HBA Architects 08 - 446 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss: the performance of specific public officials, as per subsection 1 the disposition of publicly helps property, as per subsection 3 consultation with legal counsel and staff about legal matters, including but not limited to threatened litigation, as per subsection 7 The subjects of the meetings are: the proposed new Circuit Court courthouse proposals for enlarging and enhancing the Midtown Tunnel the conduct of City Council meetings possible sale of SPSA real estate, and also SPSA personnel matters a Governor's Opportunity Fund grant for APM Terminals Sandie Point Condominium The purpose of the closed meeting is permit confidential discussion of negotiating strategy and personnel matters. The motion was adopted by the following vote: Ayes: Moody, Psi mas, Smith, Whitehurst, Holley Nays: None Motion by Mr. Moody, and seconded by Mr. Smith, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business lawfully exempted from open meeting requirements under the Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the closed meeting was convened, were heard, discussed or considered in the closed meeting just concluded.
