<br />October 27. 2008 <br /> <br />At a Called Meeting of the City Council on Monday, October 27,2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Stephen E. Heretick, <br />Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 444 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, October 27, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 445 - The following item was discussed in Public Work Session: <br /> <br />1. Railroad Museum Presentation - Bill Hargrove, HBA Architects <br /> <br />08 - 446 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />the performance of specific public officials, as per subsection 1 <br />the disposition of publicly helps property, as per subsection 3 <br />consultation with legal counsel and staff about legal matters, including <br />but not limited to threatened litigation, as per subsection 7 <br /> <br />The subjects of the meetings are: <br /> <br />the proposed new Circuit Court courthouse <br />proposals for enlarging and enhancing the Midtown Tunnel <br />the conduct of City Council meetings <br />possible sale of SPSA real estate, and also SPSA personnel matters <br />a Governor's Opportunity Fund grant for APM Terminals <br />Sandie Point Condominium <br /> <br />The purpose of the closed meeting is permit confidential discussion of <br />negotiating strategy and personnel matters. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Moody, Psi mas, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business lawfully exempted from open meeting requirements <br />under the Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which <br />the closed meeting was convened, were heard, discussed or considered in <br />the closed meeting just concluded. <br />
