Currently, the fine for such an
offense is $25, if paid within 72 hours from the time the ticket
is issued, increasing to $100 if not paid within eight days from
the date of violation% The Mayor's Committee has recommended
that the base fine be increased to $50. For your information,
the fine for illegally parking in a handicapped space in Norfolk
is $50, while in Chesapeake and Virginia Beach it is $25 if paid
within three days, $50 if paid from three to thirty days, and
$100 after thirty days.

The Committee members have indicated that they believe an
increase in the fine would encourage violators to look for
another space rathe~ than park illegally. I concur~with their
reasoning, and therefore recommend that the Council adopt an
ordinance increasing the fine to $50 if paid within 72 hours, to
$75 if paid after the 72 hours, and increasing to $250, the
maximum permitted by State Code, if not paid within eight days
from the date of violation. In order to allow time to print
tickets, I recommend that this ordinance become effective

October 1, 1991."
