October 14. 2008 At a Called Meeting of the City Council on Tuesday, October 14, 2008, there were present: *Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Marlene W. Randall, Elizabeth M. Psimas, *Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. 08 - 430 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the Council Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, October 14, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 431 - The following items were discussed in Public Work Session: 1. Draft Legislative Package Presentation - Sherri Neil, Senior Management and Legislative Analyst 2. Community Enforcement Unit (CEU) Discussion - Sheriff Bill Watson 08 - 432 - Motion by Ms. Psi mas, and seconded by Mr. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss appointments by Council. The subject matter of the meeting is to discuss appointments to boards and commissions. The purpose of the meeting is to permit confidential discussion of candidates for appointment. The motion was adopted by the following vote: Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Psi mas, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by the following vote. Ayes: Moody, Psimas, Randall, Smith, Whitehurst, Holley Nays: None On motion, meeting adjourned.
