<br />September 23. 2008 <br /> <br />WHEREAS, any tax-exempt debt issued by the Authority pursuant to the <br />resolution will not be debt of the City, nor will it be backed by the full faith and credit, <br />moral obligation, or any assets or revenues of the City; and <br /> <br />WHEREAS, the City Council has determined to approve the issuance of the Tax- <br />Exempt Bonds. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council of the City of <br />Portsmouth, as follows: <br /> <br />Section 1. The City Council hereby approves the issuance by the Authority of <br />the Tax-Exempt Bonds. <br /> <br />Section 2. This resolution shall take effect on the date of its adoption." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />08 - 414 - Adoption of a resolution approving the 10 Year Plan to End Homelessness. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Homeless Individuals Point in Time Count in January of 2008 identified 222 <br />persons in Portsmouth. Research shows that for Emergency Shelter, Medical, and <br />Incarceration services, there is a $40,000 per person /per year cost. <br />. This Plan supports City Council's commitment to Regional Efforts to End <br />Homelessness. <br />. This Plan fulfills a HUD requirement for funding of certain grants. <br /> <br />Discussion: <br />. This is a Community Plan that will require the efforts of all it's stakeholders <br />. The Plan is built on a foundation that addresses four goals: <br />1. Plan for Outcomes: Collect and Utilize Better Data <br />2. Close the Front Door: Focus on Prevention <br />3. Open the Back Door: Expand Capacity for Permanency and Support <br />4. Build the Infrastructure: Maximize Mainstream Resources <br /> <br />Financial Impact: <br />. The continued commitment to on-going activities, the budgeted funding for the <br />SRO, and an analysis of revenue streams for possible increased revenues. <br /> <br />Staff Recommends: <br />Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The City will continue to be an active member of the Portsmouth Homeless <br />Action Consortium. <br /> <br />1 . Jean-Marie Eagler, 4005 Ridgewood Court, Chesapeake, spoke in support of this <br />item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION APPROVING THE PORTSMOUTH HOMELESS ACTION <br />CONSORTIUM'S TEN-YEAR PLAN TO END HOMELESSNESS. <br /> <br />WHEREAS, the Portsmouth City Council is committed to local and regional <br />efforts to end homelessness; and <br />
