July 9, 1991 <br /> <br /> Motion of Mr. Clemons and seconded by Mrs. Lucas, to <br />defer the item~ to ~the Regular Council meeting of July 23, <br />was adopted by unanimous vote. <br /> <br />1991, <br /> <br /> 91-246 - Le%ter from the City Manager recommending' <br />adoption of a mot-~on to transfer $47~714.87~rom the Grants <br />Contingency Account for continuation of the Victim Witness <br />Assistance Program through the Commonwealth's Attorney's <br />Office. · <br /> <br />Adoption of this motion is contingent on approved <br />funding from the Department of Criminal Justice <br />Services. ~ ~ <br /> <br /> "The Victim Witness Program in our Commonwealth's <br />Attorney's Office has applied for continued funding of their <br />present grant from the Department of Criminal Justice Services. <br />This grant request i~s for $47,715 requiring no City match. <br /> <br /> This program has been in existence since 1976 and provides <br />crucial services needed by citizens in Portsmouth when they <br />become victimized by crime. Our program goals for fiscal year <br />1991-92 include:' <br /> <br /> 1. pr~vidi~ng~direct services to 724 victims; <br /> <br />2. Assisting 145 victims in filing for crime compensation <br /> resulting in $180,000 in awards; <br /> <br />3. Making direct contact with over 3,500 witnesses to <br /> crime; and <br /> <br />Providing park'ing for 614 victims and witnesses who <br />are~subpoenaed to court to testify. <br /> <br /> I recommend the approval of this grant request and the <br />transfer of.$~7,715 from the Grants Contingency Account, <br />contingent upon funding by the Department of Criminal Justice <br />Services." <br /> <br /> Motion of Mr. Epperson and seconded by Mr. Hawks, to <br />authorize the transfer as requested, and was adopted by <br />the following vote. <br /> <br /> Ayes: Clemons, Corprew, Epperson, Hawks, Lucas, Webb <br /> Nays: None <br /> <br /> 91-247 - Letter from the City Manager recommending <br />adoption of-J~mo~ion to refund, with interest, $55.97 i~ <br />erroneously assessed real estate taxes to Herbert L. <br />Stewart, Jr., for the fiscal years of 1988-89 through <br />1990-91. <br /> <br /> The City ASsessor has requested this action <br /> because the parcel had been erroneoUSly <br /> assessed with a fireplace. ~ <br /> <br /> "The city!Assessor is requesting a refund of $55.97, With <br />interest, to Herbert L, Stewart, Jr. whose mailing address is <br />3725 Pinebark Ro&d, Portsmouth, Virginia 23703. The parcel had <br />been erroneously assessed with a fireplace. The refund is for <br />Real Estate Taxes assessed and paid in error for the fiscal <br />years of 1988-89 through t990,91~ ~ <br /> <br /> I recommend your approval of this motion for a refund with <br />interest."
