<br />At a Called Meeting of the City Council on Tuesday, September 9, 2008, there
<br />were present:
<br />
<br />*Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., *Stephen E. Heretick,
<br />Elizabeth M. Psimas, Douglas L. Smith, Charles B. Whitehurst, Sr., City Manager
<br />Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />08 - 368 - The following call for the meeting was read:
<br />
<br />"Please attend a Called Meeting of the City Council to be held in the Council
<br />Chamber, 801 Crawford Street, 5:00 p.m., Tuesday, September 9, 2008 for the purpose
<br />of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."
<br />
<br />08 - 369 - The following items were discussed in Public Work Session:
<br />
<br />1. Destination Portsmouth - Zoning Ordinance Update - Identification of Challenges
<br />Open House - Paul Holt, Deputy City Manager I Craig Richardson and Chad
<br />Meadows, Clarion & Associates
<br />
<br />2. SPSA Tax - Exempt Revenue Bonds - Rowland Taylor, Executive Director,
<br />Southeastern Public Service Authority (SPSA)
<br />
<br />08 - 370 - Motion by Ms. Psi mas, and seconded by Mr. Smith, to go into Closed Meeting
<br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss
<br />appointments to committees, boards, and commissions, as per subsection 1, and also
<br />the possible sale of publicly owned real estate where competition or bargaining is
<br />involved, as per subsection 3.
<br />
<br />The subject matter of the meeting includes appointments, and also the
<br />proposed Crawford Point development project.
<br />
<br />The purpose of the meeting is to permit confidential discussion of possible
<br />appointments and negotiating strategy.
<br />
<br />The motion was adopted by the following vote:
<br />
<br />Ayes: Moody, Psi mas, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section 2.2-
<br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members'
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br />requirements by the Virginia Freedom of Information Act, and
<br />
<br />2. Only such public business matters as were identified in the motion, by which
<br />the Closed Meeting was convened, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />
<br />The motion was adopted by the following vote:
