<br />September 8. 2008 <br /> <br />At a Called Meeting of the City Council on Tuesday, September 8, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, *Vice Mayor William E. Moody, Jr., Marlene W. Randall, <br />Stephen E. Heretick, Elizabeth M. Psi mas, *Douglas L. Smith, Charles B. Whitehurst, <br />Sr., City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 365 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 6:00 p.m., Monday, September 8, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 366 - The following items were discussed in Public Work Session: <br /> <br />1. Elizabeth River Project Watershed Action Plan Update - Marjorie Mayfield Jackson, <br />Executive Director of the Elizabeth River Project. <br /> <br />Vice Mayor William E. Moody, Jr. was appointed by Mayor James W. Holley III as <br />Council liaison for the Elizabeth River Park. <br /> <br />2. Homeless Plan Update - Susanne Puryear, Executive Director of the Planning <br />Council. <br /> <br />Councilman Charles B. Whitehurst, Sr. was appointed by Mayor James W. Holley III <br />as the Council Liaison for Homelessness and Mayor James W. Holley III as <br />alternate. <br /> <br />3. Police Department Update - William Corvello, Interim Chief of Police <br /> <br />4. Hampton Roads Regional Jail - LEOS Resolution - Roy Cherry, Superintendant of <br />Hampton Roads Regional Jail. <br /> <br />5. Portsmouth Circuit Court - Port Centre Update - Kenneth Chandler, City Manager <br /> <br />08 - 367 - Motion by Mr. Heretick, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to <br />discuss: <br /> <br />. the possible sale of publicly held property, where discussion in an open <br />meeting would adversely affect bargaining position or negotiating strategy, as <br />per section 3; and also <br /> <br />. discussion of litigation with legal counsel and staff. as per subsection 7. <br /> <br />The subject matter shall be real estate in the downtown area and litigation, <br />respectively. <br /> <br />The purpose shall be permit confidential discussion of status and strategy on <br />these matters. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br />
