November 14, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, November 14, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Ronald W. Massie, City Attorney Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on October 9, 2000, a Called Meeting on October 10, 2000, a Regular <br />Meeting on October 10, 2000, a Called Meeting on November 1, 2000, and a Called <br />Meeting on November 7, 2000, and was adopted by unanimous vote. <br /> <br />00 - 274 - Presentations: <br /> <br />Proclamation presented to Dr. Sam Lamb for "The Portsmouth Community <br />Foundation Month". <br /> <br />Proclamation presented to Alton Hatten for "Alton (Al) Hatten, Sr. Day". <br /> <br />Proclamation presented to J. Brewer Moore for "Hampton Roads Sanitation District's <br />60th Anniversary". <br /> <br />- Public Hearing - <br /> <br />00 - 250 - Public hearing on a street closure application: <br /> <br />(f) S-00-05 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request <br />of Lindsey Jones, Susan Cooke, and James D. Cox for the closure <br />of that portion of Meander Road lying between the southern right- <br />of-way of High Street and the northern right-of-way line of King <br />street. Deferred from the October 10, 2000 City Council meeting. <br /> <br />1. Renee Russell, 500 Russell Street, spoke in opposition to the street closure. <br /> <br />2. Dr. Leonard W. Scarr, 4205 Faigle Road, spoke on the street closure. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO VACATE AND CLOSE A PORTION OF MEANDER ROAD." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />00 - 275 - Public hearing on a use permit and rezoning application: <br /> <br />(a) U P-00-12 <br /> <br />CAVALIER MANOR NEIGHBORHOOD J. Gregory Dodd of <br />Horton and Dodd, P.C., requests a use permit to operate a motel at <br />Cavalier Boulevard and Rapidan Street. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to accept the applicant's <br />withdrawal of UP-00-12, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Whitehurst, Holley <br />Nays: None <br />Abstained: Robinett (Mr. Robinett abstained because of a possible financial conflict of <br />interest due to his employment.) <br /> <br /> <br />
