AuguSt 27, 1991 <br /> <br /> WHEREAS, the Cities of Portsmouth, Chesapeake, and Norfolk <br />intend to create a regional jail authority which will have its <br />own powers and authority to construct and operate the Hampton <br />Roads Regional Jail either within or outside of Portsmouth's <br />corporate ~Dundaries; and <br /> <br /> WHEREAS, the general purpose of the Hampton Roads Regional <br />Jail Authority shall be that of constructing, equipping, <br />maintaining, and operating a 1008 bed regional jail; enlarging, <br />renovating, and improving such facilities; acquiring the <br />necessary property therefore; and doing any and all things <br />deemed by the ~uthority necessary,.convenient, and desirable <br />for the efficient and proper development and operation of such <br />types of iund~rtakings; and <br /> <br /> WHEREAS, the preliminary estimate of the capital costs of <br />constructing the Hampton Roads Regional Jail is Sixty-Five <br />Million Two Hundred Two Thousand and 00/100 Dollars <br />($65,202,000.00), not including costs of acquiring land. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City of Portsmouth hereby <br />requests reimbursement from the Commonwealth of Virginia for <br />the construction costs of the Hampton Roads Regional Ja~l <br />pursuan~ to Section 53.1-81 of the Code of Virginia, 1950, as <br />amended. <br /> <br />Ayes: Clemons, Corprew, Epperson, Hawks, Lucas, Webb <br />Nays: King <br /> <br /> 91-300 - Letter from the City Manager recommending <br />adoption of a resolution to temporarily change the voting <br />place, for the September 11, 1991 Democratic Primary only, in <br />Precinct 23 from the Westhaven Baptist Church to the Westhaven <br />Elementary School. <br /> <br />This is a temporary one-time change in the <br />due to a scheduling conflict at Westhaven <br />on the date of the Democratic Primary. <br /> <br /> voting place <br />Baptist Church <br /> <br /> "A scheduling conflict at Westhaven Baptist Church has <br />precluded the church from being available for use as the <br />polling place for'Precinct 23 for the September llth Democratic <br />Primary. Therefore, the Electoral Board has made arrangement <br />with the school system for use of the Westhaven Elementary <br />School at 3701 Clifford Street for that date only. The Board <br />has indicated that the church will be available for voting at <br />the general election. <br /> <br /> The City Attorney has prepared a resolution which provides <br />for this change in location. I, therefore, recommend your <br />approval of this resolution changing the voting place for <br />Precinct 23 on September 11, 1991." <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. King, the <br />following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION TEMPORARILY CHANGING THE VOTING PLACE IN <br />PRECINCT 23 FROM WESTHAVEN BAPTIST CHURCH TO WESTHAVEN <br />ELEMENTARY SCHOOL, 3701 CLIFFORD STREET, PORTSMOUTH, <br />VIRGINIA, FOR SEPTEMBER 11, 1991. <br /> <br /> ~EREAS, the E~ectoral Board of the City of Portsmouth has <br />been advised by the Westhaven Baptist Church that the church~is <br />not available on September 11, 1991 for use by the Electoral <br />Board as the voting place in Precinct 23 for the Democratic <br />Primary; and <br /> <br /> <br />
