FAMILY DAY." <br /> <br /> Mayor Webb presented a proclamation to Dr. Don Floyd for <br />"SPINAL HEALTH MONTH." <br /> <br /> Mayor Webb presented a proclamation to Elizabeth Hawkins <br />for "HISPANIC HERITAGE DAY." <br /> <br />91-219 Non-agenda Speakers <br /> <br />(A) Steven Halley, 573 Chautauqua Avenue, representing <br />self, spoke concerning his business located in the Port <br />Norfolk area of Portsmouth. Council directed Mr. Orton <br />meet with Mr. Halley to try to resolve his problems. <br /> <br />to <br /> <br />(B) 5ouis Whitehead, 4415 County Street, representing the <br />Westhaven Area Civic League, spoke on behalf of Mrs. Daisy <br />Bonney who broke her eyeglasses when she tripped on a <br />broken portion of City sidewalk. He felt the City should <br />reimburse her. <br /> <br />(C) Rafiq Zaidi, 3106 Hull Street, representing Black <br />Concerned Citizens, spoke on the need for immediate <br />attention to streets, curbs, and guttering in his <br />neighborhood. <br /> <br /> 91-329 Joint Public Hearing with the Members of the <br />Planning Commission on the recommended 1991-96 Capital <br />Improvement Plan. <br /> <br /> The following persons spoke at the Joint Public Hearing: <br /> <br /> (a) Scott Morgan, Chairman, Municipal Finance Commission, <br /> spoke in support of the City Manager's proposed Capital <br /> Improvement Plan and recommended that the Regional Jail, <br /> hosted by Portsmouth, be included in the CIP under the <br /> appropriate year. <br /> <br />(b) Chris:Doyle, 414 Court Street, representing self, <br />spoke in support of the City Manager's proposed Capital <br />Improvement Plan. · <br /> <br />(c) J. Robert Gray, 9 Dahlgren Avenue, representing the <br />Cradock Property Owners Association, spoke in s. upport of <br />the CitY Manager's Capital Improvement Plan and asked that <br />Council look at funding for the refurbishing of Afton <br />Square in Cradock. <br /> <br />(d} Richard Maxwell, President, Portsmouth Partnership <br />Steering Committee spoke recommending that the City <br />Manager and the School Superintendent work together to <br />achieve an agreeable and workable plan for the schools for <br />the Capital-Improvement Plan. <br /> <br />(e) John Stone, Chairman, Portsmouth Division, Hampto.n <br />Roads Chamber of Commerce, spoke requesting that Council <br />withdraw the Schools Capital Improvement Plan and further <br />discussion take place between the City Manager and the <br />Superintendent so that an agreeable solution may be <br />reached. <br /> <br />(f) Louis Whitehead, 4~15 County Street, representing the <br />Westhaven Area Civic League, spoke supporting the City <br />Manager's proposed Capital Improvement Plan. <br /> <br /> <br />
