<br /> *Vice Mayor Corprew was excused to make remarks at a
<br />previously scheduled speaking engagement.
<br />
<br /> Rev. Jack W. Stallings, Pastor, Collinswood F~eewill
<br />Baptist Church opened the meeting with prayer, followed by
<br />Pledge of Allegiance to the Flag.

<br /> Motion of Mr. Epperson and seconded by Mrs.
<br />of a Special Called Meeting of October 14, 1991
<br />as received, and was adopted by unanimous vote.

<br /> 91-366 - Resolution honoring David J. Smith, Poet Laureate
<br />for the City of Portsmouth.
<br />
<br /> Motion of Mr. Hawks and seconded by Mr. King, the
<br />following resolution was adopted, and by the following vote:
<br />
<br />A RESOLUTION TO DESIGNATE DAVID JEDDIE SMITH POET LAUREATE OF
<br />THE CITY OF PORTSMOUTH, VIRGINIA.
<br />
<br /> WHEREAS, David Jeddie Smith "Dave Smith" is a native of
<br />Portsmouth, Virginia; and
<br />
<br /> WHEREAS, Dave Smith is a graduate of Churchland High
<br />School and of the University of Virginia; the University of
<br />Southern Illinois, and Ohio University, and attended the
<br />College of william and Mary; and
<br />
<br /> WHEREAS, Dave Smith has taught at Poquoson High School,
<br />Christopher Newport College, Thomas Nelson Community College,
<br />the College of william and Mary, Western Michigan University,
<br />Cottey College, the University of Utah, the University of
<br />Florida, Virginia Commonwealth University, and the State
<br />University of New York; and
<br />
<br /> WHEREAS, Dave Smith has served as editor of the Sou'wester
<br />magazine, the founding editor of Back Door magazine, the poetry
<br />editor of the Rocky Mountain Review, and a columnist in the
<br />American Poetry Review, and currently serves as editor of the
<br />Southern Review; and
<br />
<br /> WHEREAS, Dave Smith received the Kansas Quarterly prize,
<br />the Breadloaf Writers Conference John Atherton Fellowship, the
<br />Borestone Mountain Award, a Fellowship from the National
<br />Endowment for the Arts, the Southern Poetry Review prize, the
<br />American Academy award, the Portland Review prize, Lyndhurst
<br />Fellowship and a Guggenheim Fellowship; and
<br />
<br /> WHEREAS, Dave Smith has been twice nominated for the
<br />Pulitzer Prize; and
<br />
