<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />November 12, 1991, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor E. G. Corprew, Jr,
<br /> Johnny M. Clemons, John H. Epperson, Lee E. King,
<br /> James C. Hawks, L. Louise Lucas, V. Wayne Orton,
<br /> City Manager, Stuart E. Katz, City Attorney.
<br />
<br /> Monique Sawyer, Senior at I. C. Norcom High School opened
<br />the meeting with prayer, followed by the Pledge of Allegiance
<br />to the Flag.
<br />
<br /> Motion of Mr. Hawks and seconded by Mr. Epperson, minutes
<br />of the Called Meeting of October 15, 1991; minutes of the
<br />Regular Meeting of October 15, 1991; minutes of the Called
<br />Meeting of October 22, 1991; and minutes of the Regular Meeting
<br />October 22, 1991, to be approved as received, and was adopted
<br />by unanimous vote. ~ ~
<br />
<br /> Mayor Webb welcomed all visitors in attendance.
<br />
<br /> 91-381 Resolution recognizing the accomplishments of
<br />Noah E. "Mike" Williams, Jr.
<br />
<br /> Motion of Mr. Hawks and seconded bY Mr. Epperson, the
<br />following resolution was adopted and by the following vote:
<br />
<br /> "A RESOLUTION RECOGNIZING THE ACCOMPLISHMENTS OF NOAH E.
<br /> "MIKE" WILLIAMS, JR.
<br />
<br />WHEREAS; Noah E, "Mike" Williams, Jr., a native of
<br />Portsmouth, Virginia, started his career in photo journalism as
<br />an apprentice photographer for his hometown newspaper The
<br />Portsmouth Star in August of 1947; and
<br />
<br /> WHEREAS, Mike Williams furthered his professional
<br />development~as a photographer for The Virginian-Pilot but
<br />returned to The Portsmouth Star in 1953 where he ran the
<br />engraving and photo department for The Portsmouth Star until
<br />1955 when The Portsmouth Star was acquired by The
<br />Virginian-Pilot and he was placed in charge of the photo
<br />department in Portsmouth~ and
<br />
<br /> WHEREAS, Mike Williams was named "Photographer of the
<br />Year" by the Virginia Press Photographers Association and he
<br />has won the Slover~Award three times, in addition to many
<br />Virginia Press Association and Southern Short Course awards in
<br />his illustrious 44 year career; and
<br />
<br /> WHEREAS, Mike Williams' skill as a photo journalist and as
<br />an observer of life has been so appreciated that his
<br />photographs have been published all over the country and
<br />several have been featured in Lif~ Magazine; and
<br />
<br /> WHEREAS,'the stature he has attained in this community by
<br />his exemplary life and monumental achievements asa chronicler
<br />of photographic history are well recognized.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, Virginia, that this resolution is spread upon
<br />the minutes of the Council and that a copy thereof be presented
<br />to Noah E. "Mike" Williams, Jr. in recognition of his service
<br />to and respected stature in this community."
