<br />II <br />I <br /> <br />216 <br /> <br />June 30, 2008 <br /> <br />At a Called Meeting of the City Council on Monday, June 30, 2008, there were present: <br /> <br />Mayor James W. Holley III, William E. Moody, Jr., Marlene W. Randall, Stephen E. Heretick, <br />Elizabeth M. Psi mas, Douglas L. Smith, Charles B. Whitehurst Sr., City Manager Kenneth L. <br />Chandler., City Attorney G. Timothy Oksman. <br /> <br />08 - 305 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 12:00 p.m. Monday, June 30,2008, for the purpose of <br />a Reorganization Meeting. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 307 - Motion by Mr. Moody, and seconded by Ms. Psimas, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia, to discuss the <br />performance of public officials and appointments. <br /> <br />The subject matter of the meeting includes discussion of the performance of specific <br />public officers and appointments to the position of Vice Mayor. <br /> <br />The purpose of the meeting is to permit confidential discussion of performance and <br />appointment. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Ms. Psimas, pursuant to Section 2.2-3712(D) <br />of the Code of Virginia, certifying that to the best of the Council Member's knowledge during the <br />immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting requirements by <br />the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion by which the <br />Closed Meeting was convened, were heard, discussed or considered in the meeting <br />by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Mayor Holley called the Reorganization Meeting to order and welcomed all in <br />attendance. <br /> <br />08 - 308 - Election of Vice Mayor. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to nominate William E.
