June 24.2008 At a Called Meeting of the City Council on Tuesday, June 24, 2008, there were present: Vice Mayor Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 286 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 24, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 287 - The following items were discussed in Public Work Session: 1. Virginia Port Authority Presentation a. Proposed New Intersection on the Western Freeway b. Update on Centerline Rail Presenter - Jeffrey Florin, Chief Engineer and Director of Port Development for the Virginia Port Authority c. Update on the Sound Wall - Richard Hartman, City Engineer 08 - 288 - Motion by Mr. Heretick, and seconded by Mr. R. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss or consider appointments to boards and commissions, and also the Crawford Point development (sometimes also known as the Holiday Inn development) pursuant to the following legal authorities: subsection 3, the sale of publicly held property subsection 6, investing public funds where competition or bargaining is involved subsection 7, consultation with legal counsel; and subsection 1, consideration of candidates for appointment The subjects of the meeting are appointments to boards and commissions and the Crawford Point development project. The purpose of the meeting is to permit confidential discussion of candidates for possible appointment, and also negotiating strategy. The motion was adopted by unanimous vote. ~ Councilman D. Smith left the closed meeting at 5:40 p.m. returned at 6:00 p.m. Motion by Mr. D. Smith, and seconded by Ms. Psimas, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
