<br />June 24.2008 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 24, 2008, there were <br />present: <br /> <br />Vice Mayor Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. <br />Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. <br />Timothy Oksman. <br /> <br />08 - 286 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 24, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 287 - The following items were discussed in Public Work Session: <br /> <br />1. Virginia Port Authority Presentation <br />a. Proposed New Intersection on the Western Freeway <br />b. Update on Centerline Rail <br />Presenter - Jeffrey Florin, Chief Engineer and Director of Port Development for the <br />Virginia Port Authority <br />c. Update on the Sound Wall - Richard Hartman, City Engineer <br /> <br />08 - 288 - Motion by Mr. Heretick, and seconded by Mr. R. Smith, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss <br />or consider appointments to boards and commissions, and also the Crawford Point <br />development (sometimes also known as the Holiday Inn development) pursuant to the <br />following legal authorities: <br /> <br />subsection 3, the sale of publicly held property <br />subsection 6, investing public funds where competition or bargaining is involved <br />subsection 7, consultation with legal counsel; and <br />subsection 1, consideration of candidates for appointment <br /> <br />The subjects of the meeting are appointments to boards and commissions and <br />the Crawford Point development project. <br /> <br />The purpose of the meeting is to permit confidential discussion of candidates for <br />possible appointment, and also negotiating strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />~ Councilman D. Smith left the closed meeting at 5:40 p.m. returned at 6:00 p.m. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
