<br />June 10. 2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 10, 2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, Deputy City Attorney Alfred W. Bates, III. <br /> <br />Councilman Stephen E. Heretick opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes of <br />a Called Meeting of May 27, 2008, and of a Regular Meeting of May 27, 2008, and was <br />adopted by the following vote with noted change: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 275 - Presentation: <br /> <br />. Proclamation presented to Ned McCabe for "Battle of Craney Island Day." <br /> <br />- Public Hearing - <br /> <br />08 - 276 <br /> <br />Joint public hearing with the Portsmouth Redevelopment and <br />Housing Authority to consider the 2009 Action Plan, proposed <br />changes or additions to existing plans funded by the CDBG and <br />HOME Programs. <br /> <br />1. Tom Swanston, 710 ih Street, thanked PRHA and City Council for considering those <br />with severe developmental disabilities. <br /> <br />08 - 277 - Public hearing on a comprehensive plan amendment: <br /> <br />(a) CP-08-01 <br /> <br />PARK VIEW NEIGHBORHOOD - Request of the City of <br />Portsmouth, Virginia to amend the Destination 2025 <br />Comprehensive Plan concerning the potential for public use of <br />property generally bounded by Linden Avenue, Harrell Street, Elm <br />Ave, Scott's Creek and the Portsmouth Naval Hospital. The <br />proposed Comprehensive Plan Amendment recommends a change <br />from mixed residential development to preservation/open <br />space/park. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to defer consideration of <br />Item CP-08-01 to the September 9, 2008 Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />- Unfinished Business - <br /> <br />1. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to this item. <br /> <br />08 - 251 - Use permits: <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution approved on first reading at the May 27, 2008 meeting, and was adopted by <br />the following vote: <br />
