June 10. 2008 At a Called Meeting of the City Council on Tuesday, June 10, 2008, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 272 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 10, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 273 - The following items were discussed in Public Work Session: 1. Bon Secours Update - Susan McCloud 2. Council Liaison Reports Councilwoman Psimas provided an update on the Memorial Day Parade, and the USS Dwight D. Eisenhower "Ike Idols". Councilman D. Smith provided an update on the Federal Certification for Hampton Roads Planning District Commission (HRPDC) and Metropolitan Planning Organization (MPO). Councilman R. Smith provided a report on the selection process for the new Executive Director for Southeastern Public Service Authority (SPSA); and the selling of waste to energy request for proposals (RFP) update. 08 - 274 - Motion by Mr. Heretick, and seconded by Ms. Randall, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia under subsection 3 (the sale of publicly held real property), subsection 5, (a new prospective business or industry which has not been previously announced), and subsection 1 (appointment to boards and commissions). The subject matter of the meeting is real estate transactions related to certain economic development projects, plus boards and commissions. The purpose of the meeting is to permit confidential discussion of negotiating strategy, and also to discuss possible candidates for appointment. The motion was adopted by unanimous vote. Motion by Ms. Randall, and seconded by Mr. Moody, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. On motion, meeting adjourned.
