<br />June 10. 2008 <br /> <br />At a Called Meeting of the City Council on Tuesday, June 10, 2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 272 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, June 10, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 273 - The following items were discussed in Public Work Session: <br /> <br />1. Bon Secours Update - Susan McCloud <br /> <br />2. Council Liaison Reports <br />Councilwoman Psimas provided an update on the Memorial Day Parade, and <br />the USS Dwight D. Eisenhower "Ike Idols". <br />Councilman D. Smith provided an update on the Federal Certification for <br />Hampton Roads Planning District Commission (HRPDC) and Metropolitan <br />Planning Organization (MPO). <br />Councilman R. Smith provided a report on the selection process for the new <br />Executive Director for Southeastern Public Service Authority (SPSA); and the <br />selling of waste to energy request for proposals (RFP) update. <br /> <br />08 - 274 - Motion by Mr. Heretick, and seconded by Ms. Randall, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia under <br />subsection 3 (the sale of publicly held real property), subsection 5, (a new prospective <br />business or industry which has not been previously announced), and subsection 1 <br />(appointment to boards and commissions). <br /> <br />The subject matter of the meeting is real estate transactions related to certain <br />economic development projects, plus boards and commissions. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy, and also to discuss possible candidates for appointment. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Moody, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />On motion, meeting adjourned. <br />
