N6vembe~ 26, 1991 <br /> <br /> At a regular meeting of the City Council held on TUesday, <br />November 26, 1991, there were present: <br /> <br /> Vice Mayor E. G. Corprew, Jr., Johnny M. Clemons, John H. <br />Epperson, James C. Hawks, Lee E. King, L. Louise Lucas, V. Wayne <br />Orton, City Manager, Stuart E. Katz, City Attorney.* <br /> <br /> Reverend Roger A. Gauthier, Pastor of Highland Park <br />Pentecostal Holiness~Church, opened the meeting with prayer <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Corprew welcomed all in attendance. <br /> <br /> Mr. Epperson requested that the minutes reflect a <br />correction to the substitute motion of Mr. King (page 143) by <br />adding the figure of $8,000,000 for the first year of the School <br />Board Capital Improvement Fund~ Motion of Mr. Epperson and <br />seconded by Mr. King, the minutes of a Called Meeting of <br />November 12, 1991; and the corrected minuteS of a Regular <br />Meeting of November 12, 1991, to be approved as received, and <br />was adopted by unanimous vote° <br /> <br /> 91-395 Presentation of a proclamation to George Riply for <br />the "50th Anniversary of the Attack on Pearl Harbor." <br /> <br /> 91-396 Presentation of Certificates of Appreciation to <br />certain City Employees and City Businesses in recognition of <br />their special efforts and generosity on behalf of a fellow <br />employee, Robert M. Weaver. <br /> <br />91-397 Non-agenda Speakers <br /> <br /> Cameron Pitts, 4816 Mallard Crescent, representing the <br />Hunter's Point Civic League spoke in opposition to the location <br />of the Regional Jail in River Pointe. <br /> <br /> Irving W. Meyers, 27 Lantern Way, representing River <br />Pointe, spoke in opposition to the location of the Regional <br />in River Pointe. <br /> <br />Jail <br /> <br /> The following citizens spoke in favor of retaining the <br />zero boat tax rate: <br /> <br /> Ernest Hardy, 4400 Templar Drive, representing the <br />Municipal Finance Commission. <br /> <br /> Michael Davis, 1244 Bay Street, representing Portsmouth <br />Marina owners. <br /> <br /> Kenneth Zuraw, 1244 Bay Street, representing Portsmouth <br />Boating Center. <br /> <br /> Jim Thomas, 2 Harper Avenue, representing Scott's Creek <br />Marina. <br /> <br />Ward Robinett, 2803 Acres Road, representing self. <br /> <br /> Charles Bartlett, 3925 Adams Street, representing <br />Portsmouth Marina owners. <br /> <br /> Donna Taylor, 4513 River Shore Road, representing the Olde <br />Towne Portsmouth Association and the Holiday Inn. <br /> <br /> Pat Pfeiffer, 100 Culpepper Road, representing Scott's <br />Creek. <br /> <br />* Mayor Gloria O.
