<br />At a Regular Meeting of the City Council on Tuesday, May 13, 2008, there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City
<br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Reverend Larry Ugarte' opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. D. Smith, and seconded by Mr. Heretick, to approve the minutes of
<br />a Called Meeting of April 22, 2008, and of a Regular Meeting of April 22, 2008, and was
<br />adopted by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley

<br />- Public Hearing -
<br />

<br />Public hearing to consider real estate taxes and a proposed rate change
<br />to take effect July 1, 2008.
<br />
<br />1. Steve Carroll, 3112 Riveredge Drive, asked that City Council delay voting on the
<br />budget specifically the real estate taxes and proposed rate change.
<br />
<br />2. Ron Evans, 14 Chippewa Trail, spoke in opposition to the proposed real estate taxes
<br />and rate change.
<br />
<br />3. Mark Geduldig-Yatrofsky, 363 Middle Street, asked that City Council vote to keep the
<br />tax rate at $1.26 allowing those monies to go to the school system.
<br />
<br />4. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to the proposed real
<br />estate taxes and rate change.

<br />- City Manager's Report -
<br />
<br />08 - 232 - Adoption of the following ordinances recommending the proposed Operating
<br />Budget for the Fiscal Year beginning July 1, 2008 and ending June 30, 2009. Vision
<br />Principles: Bold New Directions, World Class Maritime Center, Thriving Neighborhoods
<br />and a Sense of Community, A Robust and Prospering Economy, Lifelong Learning
<br />Community, and Pride of Past Promise of Future.
<br />
<br />A) Adoption of an ordinance to amend and re-enact Ordinance No. 2007-53
<br />imposing and levying taxes for each fiscal year beginning July 1 st and ending June 30th,
<br />on real estate, tangible personal property, privately-owned pleasure boats, privately-
<br />owned camping trailers and motor homes, and machinery and tools within the City of
<br />Portsmouth, Virginia, for the purpose of raising revenue for the support of governmental
<br />operations and the Public Free Schools, and to pay principal and interest on the public
<br />debt.
<br />
<br />B) Adoption of an ordinance to appropriate $562,218,266 for the operation of City
<br />Government during the Fiscal Year beginning July 1, 2008.
<br />
<br />C) Adoption of an ordinance adopting the FY 2008-2009 Classification and Pay Plan
<br />for employees of the City of Portsmouth, Virginia.
<br />
<br />D) Adoption of an ordinance to amend Chapter 16 and Appendix A of the Code of
<br />the City of Portsmouth, Virginia (2006) by amending Sections 16-64 and 16-66 and
<br />Appendix A pertaining to rates for collection and disposal of trash and refuse.
