<br />Mav 12. 2008 <br /> <br />At a Called Meeting of the City Council on Monday, May 12, 2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, Stephen E. Heretick, <br />Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. <br />Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 222 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, May 12, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 223 - The following items were discussed in Public Work Session: <br /> <br />1. City Manager Chandler introduced Mark Gardner and recognized Toni Smaw- <br />Bembry as Interim Deputy City Manager's. He also introduced William Corvello as <br />Interim Police Chief. <br /> <br />2. Virginia Department of Transportation Martin Luther King (VDOT MLK) Extension - <br />Dennis Heuer, Hampton Roads District Administrator, VDOT <br /> <br />3. Renaissance Hotel Financial Update - Betty Burrell, Chief Financial Officer <br />Mayor Holley asked that Council be provided with the assessments of the <br />Renaissance Hotel property. He also requested that monitoring be implemented <br />and that reports are provided more frequently, not just on an annual basis. <br /> <br />4. FY 08-09 Budget Wrap-Up - City Manager Kenneth Chandler <br />Councilman D. Smith requested a report on Ntelos that outlines the number of <br />shows, the revenue that has been generated, trends at comparable venues, <br />areas where improvements are needed, marketing strategies and a thorough <br />analysis of the venue. <br /> <br />08 - 224 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss <br />the performance of specific public officials, as per subsection 1. <br /> <br />The subject matter of the meeting is discussion of the performance of a council <br />appointee. <br /> <br />The purpose of the meeting is to permit confidential discussion of and with an <br />appointee. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
