December 10, 1991 <br /> <br /> In accordance with your direction to have two readings on <br />appropriations, I irecommend your deferral of this item until <br />the meeting of January 14, 1992." <br /> <br /> Motion of MrS~ Lucas and seconded by Mr. Clemons, the' <br />following ordinance ~as adopted on first and final reading, and <br />by the following ~vote.. <br /> <br /> "AN ORDINANCE TO APPROPRIATE $82,227.00 FROM THE MENTAL <br /> HEALTH SERVICES EUND TO PROVIDE HOUSING AND RESIDENTIALLY <br /> RELATED SERVICES TO PERSONS WITH MENTAL DISABILITIES~" <br /> <br />Ayes: Clemons, Corprew,~ Epperson, ~Ki'ng,~ Ha~ks, Lucas, Webb ~ <br />Nays: None · <br /> <br /> 91-434 - Letter from the City Manag.er recommending <br />adoption of an ordinance to appropriate $29,500 from the <br />Capital Improvements Fund for traffic signal equipment and <br />permanent closure of the left turn lane at the intersection of <br />Greenwood Drive and Rotunda Avenue, . <br /> <br /> "Some time ag'o, we closed the southbound left turn lane on <br />Greenwood Drive at Rotunda Avenue for traffic entering 1-264. <br />When this closure was implemented, we then directed this <br />traffic to an on-ramp at the top of the overpass on Greenwood <br />Drive in an attempt to relieve some of the volume at Greenwood <br />and Rotunda. This approach did remove apprOXimately 1,500 <br />vehicles per day from the intersection, but was not enough to <br />allow sufficient intervals during peak,periods for traffic on <br />Rotunda Avenue to enter Greenwood Drive. <br /> <br /> In order to improve traffic operations without being <br /> detrimental to traffic safety, it has become necessary for the <br /> City to provide a traffic signal and lane closure at the <br /> intersection of Greenwood Drive and Rotunda Avenue. Traffic <br /> volumes on Greenwood Drive have now reached the level where <br /> adequate intervals on Greenwood Drive are spaced too close <br /> together during peak periods, resulting in long delays for <br /> traffic on Rotunda Auenue. With installation of a traffic <br /> signal at this location, we Will be able to improve the traffic <br /> safety, reduce delays, and provide adequate intervals for <br /> traffic on Rotunda Avenue so they can enter Greenwood Drive. <br /> <br /> I, therefore, recommend your approval of an appropriation <br /> of $29,500 to purchase the traffic signal equipment and allow <br /> for the permanent left turn lane closure for southbound traffic <br /> at Greenwood Drive and Rotunda Avenue. <br /> <br /> In accordance with your direction to have two readings on <br /> appropriations, I recommend your deferral of this item until <br /> the meeting of January 14, 1992.
