December 10, 1991 <br /> <br />91-428 - NON-AGENDA SPEAKERS <br /> <br /> Neil Lamartin, 21~2 Chesapeake Avenue, requested the <br />City pursue development of Scott's Creek as soon as the <br />dred§~ng permit is received from the Army Corps of Engineers. <br /> <br /> Lloyd Beazley, 3186 Reese Drive, representing the <br />Portsmouth Pr6fes~iohal Fire Fight~rs~, requested an additional <br />full-time ambulance for consideration during budget process. <br /> <br /> J. Brewer Moore, 308 Bobby Jones Drive, spoke concerning <br />independent cities. <br /> <br /> Bob Duke, 1000 Cherokee Road, thanked the~City for <br />improvements to City Park Golf Course. <br /> <br />PUBLIC HEARING - <br /> <br />91-429 - Public Hearing to consider a proposal to increase <br />the personal property tax rate on privately owned pleasure <br />boats from $.00.(zero cents) to S.01- (one cent) per $100 of <br />assessed valuation. <br /> <br /> John~Stone, representing the-'Ports~mouth Chamber of <br />Commerce,.supported the recommended s.01 per $100 <br />of assessed value. <br /> <br /> Richard Maxwell, representing Portsmouth Partnership <br />supported the recommendation of the pleasure boat tax. <br /> <br /> James D. Lassiter, 508 Powhatan Avenue, opposed the <br />recommendation and supported the same tax for pleasure boats <br />and recreational vehicles. <br /> <br /> Jim Spruill, representing the Portsmouth Boat Club, <br />supported the City Manager's recommendation to increase the <br />personal property tax on pleasure boats to $.01 per S100 of <br />the assessed value. <br /> <br /> Mary Boughton, 408 Washington Street, spoke in support <br />of the City Manager's recommendatIon. <br /> <br /> Thomas A. Kennedy, 1409 Hodges Ferry Road, representing <br />the Hampton Roads Recreational Vehicles Association, spoke <br />in opposition to the proposed one cent tax and supports equal <br />tax for pleasure boats and recreational vehicles. <br /> <br /> Richard Crawford, 1517 Mathews Terrace, representing the <br />Northside Waterfront Committee, spoke in support of the <br />one cent tax. <br /> <br />3819 High Street, representing the Lynnhaven <br /> <br /> Steve Joyner, <br />Marine, supported the recommended one cent tax. <br /> <br /> GordOn Shelton, 10 Crawfo~d Parkway, representing the <br />Portsmouth Marina Operators, spoke in support of the <br />recom~endat ion. <br /> <br /> C. A. Bartlett, 3825 Adams Street, representing Portsmouth <br />Marina Operators, supported the recommended tax increase of <br />one cent for pleasure boats. ~ - <br /> <br />No action taken. <br /> <br /> <br />
