<br />April 22. 2008 <br /> <br />(c) A landscape buffer shall be installed along the northern and eastern boundaries <br />of the property that are adjacent to residentially zoned property. The buffer shall comply <br />with the standards of a Group 1 buffer as listed in Section 40-73(a) of Chapter 40 of the <br />City Code. <br /> <br />(d) Any exterior lighting shall be installed and directed in such a manner as to not <br />produce glare onto any residentially zoned property. Light fixtures used shall be a full <br />cut-off design with the lamp being fully enclosed within an opaque housing. <br /> <br />(e) The expansion shall be developed in a manner as to be in character with the <br />original structure in terms of height, architectural design and building materials. <br /> <br />(f) The applicant shall install a six foot high wood stockade fence along the eastern <br />and northeastern boundary of the property that is adjacent to residentially zoned <br />property. <br /> <br />4. REVOCATION OF PERMIT: Violation of any of the above conditions may <br />serve as grounds for revocation of the use permit by the City Council." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, Holley <br />Nays: None <br /> <br />- Other Unfinished Business - <br /> <br />08 - 193 - Adoption of a resolution calling on the Virginia House of Delegates, the <br />Senate of Virginia, and the Governor of Virginia to meet their obligation to the <br />Commonwealth of Virginia and its citizens to provide funding for an adequate state <br />highway system. Deferred from the April 8, 2008 City Council Meeting. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community; Bold New Directions; a <br />Robust and Prospering Economy. <br /> <br />Background: <br />. The 2007 Session of the General Assembly adopted a plan to provide funding for <br />regional transportation needs. The plan created a regional transportation authority, the <br />Hampton Roads Transportation Authority (HRTA), which was given the power to impose <br />various taxes and fees in the Hampton Roads region. <br /> <br />Discussion: <br />. The Supreme Court of Virginia ruled that the taxes and fees are unconstitutional. <br />That decision leaves the region with no source of funding for important regional <br />transportation needs. The resolution calls on the General Assembly and Governor to <br />provide a state source of funding for those needs. <br /> <br />Financial Impact: <br />. The resolution itself will have no material financial impact. <br /> <br />Staff Recommends: There is no staff recommendation. This matter is a policy issue <br />to be determined by City Council in its sole discretion. <br /> <br />Next Steps Following Council Action: <br />. If the resolution is adopted, City staff will forward copies of it to the Governor, to <br />appropriate members of the General Assembly, and to the other cities and counties that <br />are members of HRTA. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br />
