<br />March 25. 2008 <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager or his designee to execute a letter of <br />understanding between the City and the Transportation District Commission of Hampton <br />Roads concerning the utilization of CMAQ funds to be transferred by the City to the <br />Commission. <br /> <br />BE IT FURTHER RESOLVED that, after the execution of the letter of <br />understanding, it hereby authorizes the transfer of CMAQ grant funds in the amount of <br />$2,173,200 to the Transportation District Commission of Hampton Roads to be used <br />only for the purposes authorized by the grant and in compliance with said letter of <br />understanding." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, D. C. Norcom High School. <br /> <br />08 - 164 - Report on Pending Items <br /> <br />There were no pending items. <br /> <br />08 - 165 - Non-Agenda Speakers <br /> <br />1. Luther Anderson, 4910 Johnson Avenue, informed Council of the annual Certex <br />event, 9 a. m., Saturday, April 19, 2008 at the Jeffrey Wilson complex. <br /> <br />2. J. Brewer Moore, 308 Bobby Jones Drive, gave a brief overview of the historical <br />events that took place on June 22, 1813 which will be celebrated as the Battle of <br />Craney Island Day this year, June 22, 2008. <br /> <br />3. Kathy Baer, 5640 Picadilly Lane, voiced her support for the construction of a new <br />Behavioral Healthcare Services facility. <br /> <br />4. Valarie Dopson, 4273 Hatton Point Lane, voiced her support for the construction of a <br />new Behavioral Healthcare Services facility. <br /> <br />5. Florence Worlin-Clayton, 3516 Shoreline Drive, voiced her support for the <br />construction of a new Behavioral Healthcare Services facility. <br /> <br />6. Ron Evans, 14 Chippewa Trail, asked that Council adopt a revenue neutral real <br />estate tax rate and provided them with a petition from citizens who also support this <br />idea. <br /> <br />7. Kathleen Carlson, 116 Chowan Drive, informed Council of how enzymes and <br />movement help the body. <br /> <br />8. Thunder Cloud, 2036 Maywood Street, informed Council of the many Native <br />American tribes throughout Virginia and of activities throughout the area. He also <br />informed Council of events taking place Saturday, March 29 at Katy's Place which <br />will showcase dances of the world. <br />
