<br />March 25. 2008 <br /> <br />At a Called Meeting of the City Council on Tuesday, March 25, 2008, there were <br />present: <br /> <br />*Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 154 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 25, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 155 - The following items were discussed in Public Work Session: <br /> <br />1. Tax Relief Program - Dr. Lydia Patton <br /> <br />2. Regional Light Rail in South Hampton Roads - Paul Holt <br /> <br />3. Council Liaison Reports <br />Ms. Psi mas gave an update on the 124th Annual Memorial Day Parade. <br /> <br />4. Mr. D. Smith asked for discussion by Council members on the following topics, <br />Hampton Roads Transportation Authority (HRTA), Policy for City Cars, and <br />Employees Running for Elected Office, and it was decided that these items would be <br />part of the next regular meeting. <br /> <br />08 - 156 - Motion by Ms. Psi mas, and seconded by Mr. Heretick, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss <br />or consider economic development pursuant to the following legal authorities: <br /> <br />1. subsection 3, the disposition of publicly held property; and <br /> <br />2. subsection 5, a new prospective business which has not been previously <br />announced. <br /> <br />The subject matter of the meeting is developments of a publicly held site in the <br />midtown area, and also a new economic development project in the Victory area. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. R. Smith, and seconded by Ms. Psi mas, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
