March 25. 2008 At a Called Meeting of the City Council on Tuesday, March 25, 2008, there were present: *Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 154 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, March 25, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 155 - The following items were discussed in Public Work Session: 1. Tax Relief Program - Dr. Lydia Patton 2. Regional Light Rail in South Hampton Roads - Paul Holt 3. Council Liaison Reports Ms. Psi mas gave an update on the 124th Annual Memorial Day Parade. 4. Mr. D. Smith asked for discussion by Council members on the following topics, Hampton Roads Transportation Authority (HRTA), Policy for City Cars, and Employees Running for Elected Office, and it was decided that these items would be part of the next regular meeting. 08 - 156 - Motion by Ms. Psi mas, and seconded by Mr. Heretick, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss or consider economic development pursuant to the following legal authorities: 1. subsection 3, the disposition of publicly held property; and 2. subsection 5, a new prospective business which has not been previously announced. The subject matter of the meeting is developments of a publicly held site in the midtown area, and also a new economic development project in the Victory area. The purpose of the meeting is to permit confidential discussion of negotiating strategy. The motion was adopted by unanimous vote. Motion by Mr. R. Smith, and seconded by Ms. Psi mas, pursuant to Section 2.2- 3712(0) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
