<br />March 11. 2008 <br /> <br />- City Manager's Report - <br /> <br />08 - 130 - Adoption of an ordinance accepting a grant in the amount of $441,997 from <br />the U.S. Department of Housing and Urban Development and appropriating said sum <br />in the FY 2007-2008 grants fund budget to fund the Shelter Plus Care grant and the <br />Supportive Housing program. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community and Bold New Directions. <br /> <br />Background: <br />. On December 21, 2007, issued an award letter to DBHS on as notification of <br />funding of $372,984.00 for the Shelter Plus Care Grant number VA36C707009 and <br />$69,013.00 for the Supportive Housing Program Grant number VA36B707002 for a total <br />award of $441 ,997.00. <br /> <br />Discussion: <br />. Since 1994, the Shelter Plus Care Program has been an integral component of <br />the Portsmouth Continuum of Care Housing Plan and has provided an opportunity of <br />choices to over one hundred twenty homeless citizens for affordable, permanent and <br />safe supportive housing. <br /> <br />. The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIV/AIDS and/or <br />mental health, mental retardation, and substance abuse disabilities. <br /> <br />. This program has proven to be a positive influence in the effort to Improve <br />neighborhood quality, economic development and fiscal strength of the city. <br /> <br />Financial Impact: <br />. There is a cash match of $17,350 for the Supportive Housing Grant which will be <br />provided through DBHS Mental Health Funds. <br /> <br />Staff Recommends: Adoption of a ordinance. <br />Neighborhoods and a Sense of Community. <br /> <br />Vision Principle: <br /> <br />Thriving <br /> <br />Next Steps Following Council Action: <br />. The Director of BHS will ensure that the Shelter Plus Care and Supportive <br />Housing Grant Programs will continue to provide housing services to the homeless <br />consumers they serve. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $441,997 FROM THE <br />U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT AND <br />APPROPRIATING SAID SUM IN THE FY 2007-2008 GRANTS FUND BUDGET TO <br />FUND THE SHELTER PLUS CARE PROGRAM AND THE SUPPORTIVE HOUSING <br />PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Holley <br />Nays: None <br /> <br />08 - 131 - Adoption of an ordinance accepting a grant in the amount of $300,000 from <br />the U.S. Department of Homeland Security's Urban Areas Security Initiative (UASI) and <br />appropriating said sum in the FY 2007-2008 grants fund budget to fund interoperability <br />enhancements.
