<br />March 11. 2008 <br /> <br />At a Regular Meeting of the City Council on Tuesday, March 11, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. <br />Psi mas, Ray A. Smith, Sr., *Douglas L. Smith, City Manager Kenneth L. Chandler, City <br />Attorney G. Timothy Oksman. <br /> <br />Councilwoman Elizabeth M. Psi mas opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag led by Boy Scout Troop #215. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. R. Smith, to approve the minutes of <br />a Called Meeting of February 25, 2008, a Called Meeting of February 26, 2008, and a <br />Regular Meeting of February 26,2008, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />08 - 104 - Presentation: <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />- Public Hearing - <br /> <br />08 - 129 - Public hearing on rezoning and use permit applications: <br /> <br />(a) Z-08-02 <br /> <br />HATTONSVILLE - Harold Woodley requests the rezoning of 3227 <br />Airline Boulevard from Industrial, M-1, to single-family Residential, <br />RS-60, to provide parking and room for the expansion of Union <br />Bethel Church. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. R. Smith, to concur with the <br />recommendation of the Planning Commission that Z-08-02 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Holley <br />Nays: None <br /> <br />(b) UP-08-04 <br /> <br />DOWNTOWN - Still, Inc. requests a use permit to operate a <br />restaurant at 450 B Court Street. Vision Principle: A Robust and <br />Prospering Economy. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that UP-08-04 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Moody, Psimas, D. Smith, R. Smith, Holley <br />Nays: None <br />Abstain: Heretick (Still Inc. is a corporate client) <br /> <br />- Unfinished Business - <br /> <br />08 - 105 - Use permit: <br /> <br />Motion by Mr. Moody, and seconded by Mr. R. Smith, to adopt the following <br />resolution approved on first reading at the February 26, 2008 meeting, and was adopted <br />by the following vote: <br />
