February 26. 2008 At a Called Meeting of the City Council on Tuesday, February 26, 2008, there were present: Vice Mayor Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson. 08 - 101 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 26, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 1 02 - The following items were discussed in Public Work Session: 1. Downtown Shuttle Bus Service Briefing - George Brisbin, Manager of Transportation & Maritime Planning I Ms. Alison Elder, Committee Chair 2. Use Permit Update - Former I. C. Norcom Site - Paul Holt, Planning Director I Steven Lynch, Director of Economic Development 3. Council Liaison Reports Councilman D. Smith gave an update on the Hampton Roads Planning District Commission (HRPDC) Retreat Councilman R. Smith gave an update on the Southeastern Public Service Authority (SPSA) and recycling which will be discussed at a future public work session. 08 - 103 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss: appointments of citizens to city boards and commissions, as permitted under subsection 1; the performance of a specific public officer or officers, as permitted under subsection 1. The subject matter of the meeting includes the consideration of the qualifications of candidates for appointments to city boards and commissions and the performance of an elected official or officials. The purpose of the meeting is to permit discussion confidential discussion of appointments of new members to council boards and commissions. The purpose is also to permit confidential discussion for performance matters. The motion was adopted by unanimous vote. Motion by Mr. D. Smith, and seconded by Mr. R. Smith, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and
