February 25. 2008 At a Called Meeting of the City Council on Monday, February 25, 2008, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, *William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 95 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Monday, February 25, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 96 - The following item was discussed in Public Work Session: 1. FY 09 Budget Presentation - Revenues and Expenditures Real Estate Assessment Process - Alethia Bryce, City Assessor Revenues and Expenditures - Betty Burrell, Chief Financial Officer 08 - 97 - Motion by Mr. Heretick, and seconded by Mr. D. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss the performance of specific public officials, as per subsection 1. The subject matter of the meeting is discussion of the performance of a council appointee. The purpose of the meeting is to permit confidential discussion of and with an appointee. The motion was adopted by unanimous vote. Motion by Mr. R. Smith, and seconded by Ms. Randall, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. Motion by Ms. Psimas, and seconded by Mr. D. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss the performance of specific public officer or officers, as per subsection 1. The subject matter of the meeting is discussion of the performance of an elected official or officials. The purpose of the meeting is to permit confidential discussion of performance matters. The motion was adopted by unanimous vote.
