February 12. 2008 At a Called Meeting of the City Council on Tuesday, February 12, 2008, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 08 - 67 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, February 12, 2008 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 08 - 68 - The following items were discussed in Public Work Session: 1. FY 09 Budget Presentation-Compensation and Benefits - Betty Burrell, Chief Financial Officer / Toni Smaw-Bembry, Director of Human Resources 2. TodiMusicFest Memorandum of Understanding - Dr. Lydia Patton, Deputy City Manager 3. Rental Inspections Program - John Rowe, Deputy City Manager 08 - 69 - Motion by Mr. D. Smith, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A)(3) of the Code of Virginia to discuss the acquisition of real property for a public purpose and the sale of publicly owned real property. The subject matter of the meeting is certain federal property in the downtown area and also development of the former I. C. Norcom site on Frederick Boulevard. The purpose of the meeting is to permit discussion of negotiating position and strategy. The motion was adopted by unanimous vote. Motion by Ms. Psimas, and seconded by Mr. D. Smith, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. On motion, meeting adjourned.
