<br />February 11. 2008 <br /> <br />At a Called Meeting of the City Council on Monday, February 11, 2008, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, *William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 61 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, February 11, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 62 - The following items were discussed in Public Work Session: <br /> <br />1. Municipal Finance Commission Joint Meeting <br />The following members were present: <br />Bruce Lelonde <br />Pete Kloeppel <br />Christopher Hersh <br /> <br />2. FY 09 Budget Presentation - Capital Improvement Program Budget - Regan Gerlt, <br />Budget Analyst I Betty Burrell, Chief Financial Officer <br /> <br />3. Downtown Design Committee - Paul Holt, Planning Director <br /> <br />08 - 63 - Motion by Mr. Heretick, and seconded by Ms. Psi mas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to discuss <br />an economic development matter for the downtown waterfront area of the City: <br /> <br />subsection 3, the sale of a publicly held real estate; <br /> <br />subsection 6, investing public funds where competition or bargaining IS <br />involved; and <br /> <br />subsection 7, specific legal matters requiring the advice of legal counsel. <br /> <br />The subject matter of the meeting is the proposed Crawford Point development <br />project, sometimes known as the Holiday Inn development project. <br /> <br />The purpose of the meeting is to permit confidential discussion of negotiating <br />strategy. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Randall, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br />
