275 February 25, 1992 The Vir§inia Department of Transportation will approve the purchase of this property (presently estimated at a value of $205,000), subject to the approval of a resolution by you supporting this acquisition and agreeing to pay the City's 2% share of the $205,000 cos~ ($4~100). Adequate funds to cover the City's share of this cost are available from prior appropriations for the pro3ect. The Director of Public Works recommends adoption of the attached resolution to allow the State to purchase 5965 Churchland Boulevard. I, therefore, concur and recommend adoption of the resolution." Motion of Mr. King and seconded by Mr. Williams to adopt the resolution. Substitute motion of Mr. Clemons and seconded by Mr. Williams, to defer the item to the Regular Council Meeting of March 24. 1992, was adopted by unanimous vote. NEW BUSINESS - 92-80 - Mayor Webb brought to the attention of Council that she was presented with a donation from the Richard Dale's Woman's Club of Portsmouth of $10~000 for the New Childrens Museum. On motion of Mr. Hawks and seconded by Mr. King, to go into Executive Session pursuant to Section 2.1-344 of the Code of Virginia for the following: (i) property of the Ci Discussion or con.sideration of the use of public in the Cradock and Scott's Creek and Port Centre portions ty as permitted under Subsection (A) (3); (2) The investing of public funds where competition or bargaining is involved, where if made public initially the financial interests of the government unit would be adversely affected~ as permitted under Subsection (A) (6); (3) Consultation of appointments to Boards and Commissions by the City Council as permitted under Subsection (A) (1). Motion was adopted by unanimous vote. On ~otion of Mr. Clemons and seconded by Mr. Williams, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council Member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted from open meeting ~equlrements by the Virginia Freedom of Information Act, and (2) Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed'or considered in the meeting by the City Council.
