Joint meeting with Portsmouth School Board on their <br />proposed operating budget for 1992-93. <br /> <br />The following School Board Members were in attendance: <br /> <br />Chairman Bernard Griffin, Sr. <br />Vice Chairman ~arren Channel <br />Ralph Buxton <br />David ~nitener <br />James Thomas Benn, III <br />Richard B. Crawford <br /> <br /> 2. Presentation by Richard Hartman, Director of <br />Engineering/Public Works, on Churchland Boulevard Improvements. <br /> <br /> 3. Presentation by C. W. McCoy, Director of General <br />Operations, on Automated Refuse Collection. <br /> <br /> 4. Presentation by V. Wayne Orton, City Manager, on the <br />Horse Racing Feasibility Study. <br /> <br /> On motion of Mr. Clemons and seconded by Mr. Hawks! t~ go <br />into Executive Session pursuant to Section 2.1-344 of the ~ode of <br />Virginia for the following: <br /> <br /> (1) Discussion or consideration of the use of public <br />property in the Cradock and Scott's Creek and Midtown p~rtions of <br />the City as permitted under Subsection (A) (3); <br /> <br /> (2) The investing of public funds where competition or <br />bargaining is involved, where if made public initially ~he <br />financial interests of the government unit would be adversely <br />affected, as permitted under Subsection (A) (6); ~ <br /> <br /> (3) Consultation of appointments to Boards and Co~missions <br />by the City Council as permitted under Subsection (A) (!)- <br /> <br />Motion was adopted by unanimous vote. <br /> <br /> On motion of Mr. Williams and seconded by Mr. King~ pursuant <br />to S~ction 2.1-344.1 of the Code of Virginia certifyinglthat to <br />the Pest of the Council Member's knoWledge during the immediately <br />preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempte~ from open <br />meeting requirements by the Virginia Freedom of Informa:ion Act, <br />and <br /> <br /> <br />
