<br />Januarv 22. 2008 <br /> <br />At a Called Meeting of the City Council on Tuesday, January 22, 2008, there <br />were present: <br /> <br />*Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, *Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 32 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, January 22, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 33 - The following items were discussed in Public Work Session: <br /> <br />1. Community Enforcement Unit (CEU) - Sheriff William Watson <br /> <br />2. Destination Portsmouth - Paul Holt, Planning Director <br /> <br />3. Boat Tax - Kenneth Chandler, City Manager <br /> <br />4. Council Liaison Reports <br />Councilman Douglas Smith informed Council of the upcoming Hampton Roads <br />Planning District Commission retreat. <br />Councilman Ray Smith had a question regarding the Neighborhood Quality <br />Task Force and thought it would be a good idea to have someone from Council <br />represented at those meetings. <br />Mayor James W. Holley III appointed Councilman Ray Smith as liaison to the <br />Neighborhood Quality Task Force and informed Council that an alternate would <br />be appointed at a later date. <br /> <br />08 - 34 - Motion by Ms. Psi mas, and seconded by Mr. Moody, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A)(1) of the Code of Virginia to <br />discuss appointments by Council. <br /> <br />The subject matter of the meeting is to discuss the qualifications of candidates <br />for appointment to boards and commissions. <br /> <br />The purpose of the meeting is to permit confidential discussion of candidates. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. D. Smith, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br />
