Corprew, Jr. <br />Johnny M. Clemons, John H. Epperson, James C. Hawks, <br />Lee E. King, Junius H. Williams, Jr., V. Wayne Orton, <br />City Manager, Stuart E. Katz, City Attorney <br /> <br /> Brandon Staton, 2nd grade student at Simonsdale Elementary <br />School opened the meeting with prayer followed by the Pledge of <br />Allegiance to the Flag, led by Marquita Thompson, 2nd grade <br />student at Simonsdale Elementary School. <br /> <br />Mayor Webb welcomed all in attendance. <br /> <br /> Motion of Mr. King and seconded by Mr. Epperson, fort~e <br />minutes of a Called Meeting of February 25, 1992, minutes of a <br />Regular Meeting of March 10, 1992r to be approved as received, <br />was adopted by unanimous vote. <br /> <br />and <br /> <br /> 92-91 - Mayor Webb presented a proclamation to Gary Parrish, <br />Grand Tall Cedar and Ron Williams, Jr., Senior Deputy, for "Tall <br />Cedar Week". <br /> <br /> Mayor Webb presented Sheila ?owell Pittman, City Cler~ and <br />V. Wayne Orton, City Manager, Certificates of Commendation <br />for No Sick Leave Days Used in 1991. <br /> <br />92-92 - NON-AGENDA SPEAKERS <br /> <br /> John W. Perry, Sr., 2805 Victory Blvd., Lot 11, spoke <br />concerning treatment he received at the Magistrate's Office and <br />several complaints against the police department for not following <br />through with investigations. <br /> <br />J. Brewer Moore, spoke on Questions from Concerned Citizens. <br /> <br />- CITY MANAGER'S REPORT <br /> <br /> 92-94 <br />an ordinance <br />Plan for the <br /> <br />Letter from the City Manager recommending adoption of <br />appropriating S151,429 from the Capital Improvements <br />relocation of tennis courts at Manor High School. <br /> <br /> "The existing tennis courts at Manor High School have been <br />closed for a year. These courts failed as a result of groundwater <br />absorption in the foundation. The absence of tennis courts on the <br />school site has been a hindrance to the Manor High tennis program <br />as well as for recreational tennis in the area. The Director of <br />Leisure Services, therefore, recommends that courts be relocated <br />and reconstructed on the school site. <br /> <br /> At the present time, the Capital Improvement Plan authorizes <br />$85,000 for renovation of the existing courts. Due to the need <br />for relocation of the courts as a result of the poor drainage at <br />the present site, the total cost of the project amounts to <br />$151,429. The balance of the funding will be provided by funds <br />originally allocated to Portsmouth Sleepy Hole Improvements. <br /> <br /> <br />
