<br />054 <br /> <br />January 7 , 2008 <br /> <br />At a Called Meeting of the City Council on Monday, January 7,2008, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psimas, Ray A. Smith, Sr., Douglas L. Smith, City <br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />08 - 04 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, January 7, 2008 for the <br />purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />08 - 05 - The following items were discussed in Public Work Session: <br /> <br />1. Public Financial Management (PFM) Briefing - PFM <br /> <br />2. Neighborhood Matching Grant Fund Program Update - Dr. Lydia Patton <br /> <br />08 - 06 - Motion by Ms. Randall, and seconded by Mr. Moody, to go into Closed Meeting <br />pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to consult with <br />legal counsel about specific legal matters requiring legal advice, as authorized by <br />paragraph 7. <br /> <br />The subject matter shall be confidential taxation issues involving Portsmouth <br />businesses or industries. <br /> <br />The purpose shall be to permit discussion of tax laws"and their interpretation. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. D. Smith, and seconded by Ms. Psimas, pursuant to Section 2.2- <br />3712(0) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />On motion, meeting adjourned at 7:14 p.m. <br /> <br />Minutes prepared by: <br /> <br /> <br />Anita Y.
