Auril 1, 1992 <br /> <br />connection with the author~ation, issuance and ~1¢ of the Bonds (including the preparation <br />and distribution of the Preliminary Official Statement relating to thc Bonds) are hereby <br />ratified, confirmed and approved. <br /> <br /> 12. The Director of Finance is directed to hold the good faith check <br />iubmittcd by the Undem,'riter at the time of the execution of the Purchase Contract and to <br />return such good faith check to the underwriter at the time of the delivery of and payment <br />for thc Bonds or otherwise to apply such check in accordance with the terms of the Purchase <br />Contract. <br /> <br /> 13. Thc City Attorney of the City is directed to ~e a copy of this resolutior~ <br />certified by the City Clerk of the City to be a true copy hereof, with the Clerk of the Circuit <br />Court of the City of Portsmouth, Virginia. <br /> <br /> 14. All ordinances, resolutions and proceedings in conflict with the <br />provisions of this resolution are, to the exxent or-such conflict, hereby repealed. <br /> <br />15. <br /> <br />This resolution shall rake effect from the date of its adoption. <br /> <br />Ayes: Clemonst Corprew, Epperson, Hawks, King, Williams, Webb <br />Nays: None <br /> <br />92-116 Resolution recognizing Lena Harding Williams as <br />Virginia Teacher of the Year for 1992. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Corprew, the <br />following resolution was adopted and by the following vote: <br /> <br /> "A RESOLUTION RECOGNIZING LENA HARDING WILLIAMS AS <br />VIRGINIA TEACHER OF THE YEAR FOR 1992. <br /> <br /> WHEREAS, Lena Harding Williams was named the 1991 Teacher <br />~f the Year for Portsmouth Public Schools and was selected as a <br />state regional finalist; and <br /> <br /> WHEREAS, Mrs. Williams was chosen Virginia Teacher of the <br />Year for 1992, and was the first Portsmouth teacher to win this <br />honor; and <br /> <br />- WHEREAS, Mrs. Williams was educated in the Portsmouth <br />~ublic School System and is a graduate of Norfolk State <br />University and is currently enrolled in a graduate program at <br />Old Dominion University; and <br /> <br /> WHEREAS, Mrs. Williams has devoted twenty-two years as a <br />teacher in the Portsmouth School System; and <br /> <br /> WHEREAS, in her philosophy of teaching she feels it is <br />necessary for the student to have a good self-image which <br />~hould encourage a desire to bettor himself or herself; and <br /> <br /> WHEREAS, her respect for the total development of the <br />student is the basis of her commitment to teaching; and <br /> <br /> WHEREAS, her dedication and commitment to excellence has <br />led her to great accomplishments as an educator; and <br /> <br /> WHEREAS, Mrs. Williams is an outstanding teacher who has <br />contributed to the City's goal of excellence in education. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the Council does hereby commend <br />Lena Harding Williams as Virginia Teacher of the Year for 1992 <br />and expresses its appreciatioh and pride in her achievements. <br /> <br /> BE IT FURTHER RESOLVED that a copy of this resolution be <br />spread upon the minutes of this Council and that a copy be <br />presented to Mrs. Williams in recognition of her achievements." <br /> <br /> <br />
