<br />At a Regular Meeting of the City Council on Tuesday, December 11, 2007, there
<br />were present:
<br />
<br />Mayor James Holley III, Vice Mayor Marlene W. Randall, William E. Moody, Jr.,
<br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City
<br />Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Councilwoman Elizabeth M. Psi mas opened the meeting with prayer, which was
<br />followed by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Ms. Psimas, and seconded by Ms. Randall, to approve the minutes of
<br />a Called Meeting on November 26, 2007, a Called Meeting of November 27, of a
<br />Regular Meeting of November 27, 2007, and of a Called Meeting of December 3, 2007
<br />was adopted by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
<br />Nays: None
<br />
<br />- Public Hearing -
<br />
<br />07 - 513 - Public hearing on rezoning, use permit, and street closure applications:
<br />
<br />(a) Z-07-15
<br />
<br />WESTHAVEN NEIGHBORHOOD - Mr. Richard Yarow requests the
<br />rezoning of 3801 King Street from residential single-family, RS-75,
<br />to office residential, OR-75, in order to utilize the existing structure
<br />for business andlor medical office space. Vision Principle: A
<br />Robust and Prospering Economy.
<br />
<br />There were no speakers.
<br />
<br />Motion by Mr. Heretick, and seconded by Mr. R. Smith, to concur with the
<br />recommendation of the Planning Commission that Z-07-15 be approved on first reading,
<br />and was adopted by the following vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, D. Smith, R. Smith, Holley
<br />Nays: None

<br />(b) UP-07-25
<br />
<br />DOWNTOWN NEIGHBORHOOD - Sam D. Mandaleris requests a
<br />use permit for an eating establishment at 433 High Street. Vision
<br />Principle: A Robust and Prospering Economy.
<br />
<br />There were no speakers.
<br />
<br />Motion by Ms. Psi mas, and seconded by Mr. D Smith, to concur with the
<br />recommendation of the Planning Commission that UP-07 -25 be approved on first
<br />reading, and was adopted by the following vote:

<br />Nays: None

<br />
<br />DOWNTOWN NEIGHBORHOOD - Terry Webb requests a use
<br />permit to operate a restaurant at 509 High Street. Vision Principle:
