320 At a Public Hearing of the City April 13, 1992, there were present: Council held on Monday, Mayor Gloria O. Webb,~Vice Mayor E. G. Corprew, Jr., Johnny M. Clemons, John H. Epperson, James C. Hawks, Lee E. King, Junius H. Williams, Jr., V. Wayne Orton, City Manager, Stuart E. Katz, City Attorney 92-120 - NON-AGENDA SPEAKERS There were no non-agenda speakers. 92-121 Public Hearing on rezoning and use permit applications: (a) Z-92-04 HODGES MANOR NEIGHBORHOOD - Rezoning app] Steven L. Lang, D.D.S., for property at Portsmouth Boulevard, Dr. Steven L. Lang, applicant, 500 Rodman Avenue, spoke in support of the rezoning application. Motion of Mr. Hawks and seconded by Mr. Epperson, to concur with the recommendation of ~the Planning Commission that Z-92-04 be approved on first reading and was adopted by unanimous vote. (b) UP-92-01 CAVALIER MANOR NEIGHBORHOOD - Request of Sarah B. Grant for a use permit for an adult residential care facility at 410 Avondale Road. The following spoke in support of the use permit application: Sarah B. Grant, applicant, 410 Avondale Road Linda Lawrence, 3505 Davies Court, Virginia Beach, VA Attorney James T. Martin, representing applicant, 500 Crawford Street Motion of Mr. Corprew and seconded by Mr. Hawks, that UP-92-01 be approved with conditions on first reading and was adopted by a 6-1 (Clemons) vote. - NEW BUSINESS - 84-307 - Motion of Mr. Corprew and seconded by Mr. King that this application to close Raven Street be removed from the the table and placed on City Councils May 12, 1992 agenda for further consideration and was adopted by a 7-0 vote.
