Its completion will insure that water is available to serve Portsmouth's future growth as well as to meet contractual commitments with the cities of Chesapeake and Suffolk~ Revenues from the water sales contracts with other cities will cover the entire cost of the new transmiSsion'ma~n~ · I concur in the recommendation of the Public Utilities Director and seek'your approval to execute the contract with HDR Engineering; Indorporated, ahd to appropriate $500,000~from the Public Utility Capital Improvements Fund for these services. ~- Additionally, in accordance with your direction to have two readings on appropriations, I recommend your deferral of this item until the meeting of April 28, 1992. With your approval of this item, the balance in the PubliclUtility Capital Improvements Fund will be $15,418,507." ~ Motion~ of Mr. King and seconded by Mr. C!lemons,3 the following ordinance was deferred to the meeting of April 1992, and by unanimous vote. '~ 28, "AN ORDINANCE TO APPROPRIATE $500,000.00 FROM THE PUBLIC UTILITY CAPITAL IMPROVEMENTS FUND FOR CONSTRUCTION OF THE NEW CHURCHLAND WATER TRANSMISSION MAIN. - ~ - 92-135 Letter from the City Manager recommending adoption of an ordinance to appropriate $300,000 from the Capital Improvements Fund for the demolition of the baseball~stands and for improvements to-the football field at Frank D~ Lawrence Stadium~ and award of the bid to the low bidders, K. F~.~WilSon Contractor, Inc. and Champion Fence. "In the process of approving the 1991~96 Capital Improvement Plan, you also approved the redirection of prior authorizations towards the renovation of Frank D. Lawrence Stadium. To begin these renovations in accordance with your direction, separate bids were received on April 2, 1992 for demolition of the baseball portion of Frank D. Lawrence Stadium and for fencing of the football field. The demolition bids also included regrading and sodding of the football field. ~ The bids received were competitive and favorable with today's construction market (see Attachment No. 1). The total anticipated project costs are calculated as follows: Construction Contracts (K. F. wilson Contractor, Inc.) (Champion Fence) ~ ~ Irrigation Controls (Electric Work) P. A. System Upgrade Lighting/Electrical Service (To Be Bid) Contract Administration and Inspection $129,347.00 $ 1~,447.00 $ 5,000.00 $ 10,000~.00 $123,206.00 $ 15,000.00 TOTAL ANTICIPATED PROJECT COST $300,000.00 The Director of Public Works recommends that contracts be awarded to the low bidders, K. F. Wilson Contractor, Inc. and Champion Fence, Inc., and requests an appropriation in the amount of $300,000. I, therefore, concur and recommend award of the contraCts~ and appropriation of the necessary funds. In accordance with your direction to have~ two re'adings ~n appropriations, I ~ recommend your deferral of this item until the meeting of April 28, 1992. With your final approval, the balance in the Capital Improvements Fund will be $4,568,039."
