<br />December 3. 2007 <br /> <br />At a Called Meeting of the City Council on Monday, December 3, 2007, there <br />were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Marlene W. Randall, *William E. Moody, Jr., <br />Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., *Douglas L. Smith, <br />Deputy City Manager Lydia P. Patton, City Attorney G. Timothy Oksman. <br /> <br />07 - 497 - The following call for the meeting was read: <br /> <br />"Please attend a Called Meeting of the City Council to be held in the 6th Floor <br />Conference Room, 801 Crawford Street, 5:00 p.m., Monday, December 3, 2007 for <br />the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br /> <br />By order of the Mayor." <br /> <br />07 - 498 - The following items were discussed in Public Work Session: <br /> <br />1. Virginia General Assembly Legislative Package Update - John Rowe <br /> <br />07 - 499 - Motion by Ms. Randall, and seconded by Ms. Psimas, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia to <br />discuss: <br /> <br />the possible sale of publicly owned real property and the possible acquisition of <br />property for a public purpose, as per subsection 3; <br /> <br />investing public funds where competition or bargaining IS involved, as per <br />subsection 6; and <br /> <br />legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter of the meeting will be the possible sale of publicly owned real <br />estate in the Victory Crossing and Victory Village area of the City and the possible <br />investment of public funds in a development there, the possible acquisition of real <br />property in the Scott's Creek area for a public park, and legal matters involving <br />interpretation of a lease. <br /> <br />The purpose of the meeting is to permit discussion of negotiating strategy related <br />to litigation, investments, and possible real estate transactions. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, pursuant to Section 2.2- <br />3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br />requirements by the Virginia Freedom of Information Act, and <br /> <br />2. Only such public business matters as were identified in the motion, by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />Public Work Session continued: <br /> <br />1. Victory Village - Dr. Lydia Patton I Bob Williams, Managing Member of Victory <br />Crossing Developers II, LLC <br />
