Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 24 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 24-259 THEREOF <br />PERTAINING TO PROHIBITED CONDUCT IN PUBLIC PLACES AND BY <br />REPEALING SECTION 24-260 THEREOF PERTAINING TO LOITERING." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, R. Smith, Randall <br />Nays: None <br /> <br />07 - 483 - Adoption of an ordinance appropriating in the FY 2007-2008 Behavioral <br />Healthcare Services Fund Operating Budget $750 in funds allocated by the Virginia <br />Department of Mental Health, Mental Retardation, and Substance Abuse Services to <br />the Portsmouth Department of Behavioral Healthcare Services for guardian costs. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation, and Substance Abuse <br />Services (DMHMRSAS) will pay up to $750 per individual to cover a portion of the cost <br />incurred to obtain guardianship. <br /> <br />Discussion: <br />. DMHMRSAS is committed to providing funds and/or services that will increase <br />individuals' ability to reside in the community and/or increase their ability to be <br />discharged from institutions and into community placements. <br />. Without a guardian, some individuals with Mental Retardation are at risk of <br />institutionalization. Others, who are residing in institutions, may not be able to move into <br />the community until guardianship is obtained. <br /> <br />Financial Impact: <br />. There is no financial impact to the City. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance. If the requested appropriation is approved, the Director of DBHS will ensure <br />funds are properly dispersed and are used to fund up to $750 of the cost to obtain a <br />guardian for one individual. <br /> <br />1.
