<br />November 27,2007 <br /> <br />Motion by Mr. Heretick, and seconded by Mr. R. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION CONCERNING THE PORTSMOUTH CITY JAIL AND POSSIBLE <br />EXPANSION OF THE HAMPTON ROADS REGIONAL JAIL. <br /> <br />WHEREAS the local jails of several Hampton Roads localities, including <br />Portsmouth, are aging and will require substantial additional capital maintenance in the <br />near future, and whereas there is a need for additional local jail beds in several <br />Hampton Roads localities, including Portsmouth; and <br /> <br />WHEREAS the Hampton Roads Regional Jail is capable of being expanded so <br />as to meet said needs of Portsmouth and other member localities; and <br /> <br />WHEREAS expanding the Hampton Roads Regional Jail for this purpose could <br />be advantageous in many ways, including more efficient administration, reduced <br />maintenance costs, and better health care for inmates: <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, as follows: <br /> <br />1. The City of Portsmouth requests studies concerning possible expansion of the <br />Hampton Roads Regional Jail so that it will be able to meet future incarceration needs <br />of Portsmouth and possibly its other member localities. <br /> <br />2. The City expresses its willingness to participate financially and <br />administratively in said studies. <br /> <br />3. The Board of Directors of the Hampton Roads Regional Jail Authority is <br />respectfully requested to seek from the 2008 Session of the General Assembly an <br />exemption from the current moratorium on new jail construction to permit study and <br />planning; and thereafter to proceed with completing a Community Based Corrections <br />Plan and a Planning Study concerning said possible expansion; to be followed by <br />design and construction if justified by said studies. <br /> <br />4. The members of the Portsmouth delegation to the General Assembly are <br />respectfully requested to support any such requests from the Hampton Roads Regional <br />Jail Authority. <br /> <br />5. The City Manager and the City Attorney are hereby directed to take all such <br />other and further steps as may be reasonably necessary to implement the intent of this <br />resolution." <br /> <br />Ayes: Heretick, Moody, Psi mas, D. Smith, Randall <br />Nays: None <br /> <br />07 - 488 - Adoption of a resolution expressing the concurrence of the City Council of the <br />City of Portsmouth, Virginia with the inducement resolution adopted by the Economic <br />Development Authority of Henrico County, Virginia and approving the issuance of <br />revenue bonds for the benefit of Maryview Hospital and Bon Secours Health System, <br />Inc. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Maryview Hospital ("Maryview") is a Virginia non-stock, non-profit corporation, <br />which is affiliated with Bon Secours Health System, Inc. ("BSHSI"), a Maryland non- <br />stock membership corporation and which has facilities located in the City of Portsmouth, <br />Virginia. <br />
