Flesher, 3916 Flagship Way, representing Long Point <br />Civic League, spoke in opposition to the proposed cable TV <br />tax and concerning overtime pay to City refuse collectors. <br /> <br />5. J. Brewer Moore, 308 Bobby Jones Drive, sp~oke on "He'S Gone <br />About As Far As He Can Go". <br /> <br />6. Rafiq zaidi, 3106 Hull Street, representing Black Concerned <br />Citizens, spoke on the proposed imposition of the cable TV tax. <br /> <br />92-152 - Public hearing on privately owned camping trailers and <br />motor homes (recreational vehicles) proposed tax rate change. <br /> <br />1. T. A. Kennedy, 1409 Hodges Ferry Road, spoke in favor of the <br />proposed change in the recreation vehicle tax. <br /> <br />2. Peggy Baily, 3504 Marlyn Road, spoke in favor of the <br />proposed recreational vehicle tax. <br /> <br /> 92-153 Public hearing on proposed real estate tax change. <br /> <br />2. John Coffee, 515 Craford Place, spoke on the proposed real <br />estate tax change. <br /> <br />92-154 - Public hearing on a proposed resolution declaring the <br />necessity for the construction of a potable water transmission <br />line. <br /> <br />There were no speakers in on this item. <br /> <br />UNFINISHED BUSINESS <br /> <br />CONSENT AGENDA <br /> <br />92-121 Rezoning and use permit applications: <br /> <br /> Motion of Mr. King and seconded by Mr. Clemons, the <br />following ordinance and resolution approved at the Public <br />Hearing on April 13, 1992, was adopted on final reading and by <br />the following vote: <br /> <br />(a) "ZONING AMENDMENT ORDINANCE Z-92'4". <br /> <br /> (b) "A RESOLUTION GRANTING A USE PERMIT TO SARAH B. GRANT <br />FOR TBE OPERATION OF A RESIDENTIAL CARE FACILITY FOR ADULTS AT <br />410 AVONDALE ROAD. <br /> <br /> WHEREAS, Sarah B. Grant has made application pursuant <br />Section 40-43.1 of the Code of the City of Portsmouth, <br />Virginia, 1988, for the granting of a use permit as <br />hereinafter-described; and <br /> <br />to <br /> <br /> WHEREAS, the applicant and the Planning Director have done <br />all things required to be done in connection with said <br />application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the <br />granting of said use permit with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> 1. That the use for which the use permit hereinafter- <br />described is sought: <br /> <br /> (a) Will not adversely affect the health and safety of <br />persons residing or working in the neighborhood of the proposed <br />use; <br /> <br /> <br />
