April 28, 1992 4. J..H. Flesher, 3916 Flagship Way, representing Long Point Civic League, spoke in opposition to the proposed cable TV tax and concerning overtime pay to City refuse collectors. 5. J. Rafiq zaidi, 3106 Hull Street, representing Black Concerned Citizens, spoke on the proposed imposition of the cable TV tax. 92-152 - Public hearing on privately owned camping trailers and motor homes (recreational vehicles) proposed tax rate change. 1. T. A. Kennedy, 1409 Hodges Ferry Road, spoke in favor of the proposed change in the recreation vehicle tax. 2. Peggy Baily, 3504 Marlyn Road, spoke in favor of the proposed recreational vehicle tax. 92-153 Public hearing on proposed real estate tax change. 2. John Coffee, 515 Craford Place, spoke on the proposed real estate tax change. 92-154 - Public hearing on a proposed resolution declaring the necessity for the construction of a potable water transmission line. UNFINISHED BUSINESS CONSENT AGENDA 92-121 Rezoning and use permit applications: Motion of Mr. King and seconded by Mr. Clemons, the following ordinance and resolution approved at the Public Hearing on April 13, 1992, was adopted on final reading and by the following vote: (a) "ZONING AMENDMENT ORDINANCE Z-92'4". (b) "A RESOLUTION GRANTING A USE PERMIT TO SARAH B. GRANT FOR TBE OPERATION OF A RESIDENTIAL CARE FACILITY FOR ADULTS AT 410 AVONDALE ROAD. WHEREAS, Sarah B. Grant has made application pursuant Section 40-43.1 of the Code of the City of Portsmouth, Virginia, 1988, for the granting of a use permit as hereinafter-described; and to WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit hereinafter- described is sought: (a) Will not adversely affect the health and safety of persons residing or working in the neighborhood of the proposed use;
