John Coffee, 515 Craford Place, spoke on the proposed real <br />estate tax change. <br /> <br />92-154 - Public hearing on a proposed resolution declaring the <br />necessity for the construction of a potable water transmission <br />line. <br /> <br />There were no speakers in on this item. <br /> <br />UNFINISHED BUSINESS <br /> <br />CONSENT AGENDA <br /> <br />92-121 Rezoning and use permit applications: <br /> <br /> Motion of Mr. King and seconded by Mr. Clemons, the <br />following ordinance and resolution approved at the Public <br />Hearing on April 13, 1992, was adopted on final reading and by <br />the following vote: <br /> <br />(a) "ZONING AMENDMENT ORDINANCE Z-92'4". <br /> <br /> (b) "A RESOLUTION GRANTING A USE PERMIT TO SARAH B. GRANT <br />FOR TBE OPERATION OF A RESIDENTIAL CARE FACILITY FOR ADULTS AT <br />410 AVONDALE ROAD. <br /> <br /> WHEREAS, Sarah B. Grant has made application pursuant <br />Section 40-43.1 of the Code of the City of Portsmouth, <br />Virginia, 1988, for the granting of a use permit as <br />hereinafter-described; and <br /> <br />to <br /> <br /> WHEREAS, the applicant and the Planning Director have done <br />all things required to be done in connection with said <br />application; and <br /> <br /> WHEREAS, the Planning Commission has recommended the <br />granting of said use permit with conditions. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> 1.
