The rate for residential collection <br />and disposal of trash is recommended to be increased from $9.00 <br />per month to $10.00, with correspomding~increas~s.~i~ the .... <br />collection and disposal rate for non-residenti~ refuse. <br /> <br /> (h) An ordinance amending the provision of the Portsmouth <br />Retirement Systems. Modifications to the Portsmouth Fire and <br />Police Retirement System as well as modifications, to th~ <br />Portsmouth Supplemental Retirement System~are~ needed to · <br />implement the changes in ~ retirement cod~s as'outlined~,,my <br />budget message. ~ ~ .... ~ '~ ~,~ ~,~ ~.,~ ......... <br /> <br /> (i) An ordinance establishing the permit fee and other <br />charges for parades and special events. The fee would be <br />raised to $50 from the current $25. City costs of holding <br />parades and events will be paid by the sponsors, except for the <br />following special events: the Turkey Bowl, the Towne Lighting <br />Walk, Olde Towne Ghost Walk, Memorial Da'y parade, and Fish Bowl <br />Parade, as well as any other events~Specifically designated by <br />the City Council. <br /> <br /> (j) An ordinance amending certain golf~fees. These. <br />include increases in the weekend, golf fees at Portsm0uth Sleepy <br />Hole Golf Course from $8 to $9 for~ottsmouth residents and <br />from $13 to~$14 for non-residents. The annual fees are <br />proposed to be raised from $500 to $525 ~or residents and from <br />$600 toi$650 ~f0r non=residents. At City Park!Golf Course~it.~ <br />is recommended th~t!th~ annual fees be increased from $150 to <br />$175, and ~rom $125 to $150 for senior citizens. It is further <br />recommended that the ~wilight rate-at,City.Park be~increased <br />from $2.50 to $3.50, and that this~rate be. applicable after <br />5:00 p.m. rather than the curren~ 6:00 p.m. time. ~ <br /> <br /> (k) 1. An ordinance amending the fees for ambulance <br /> services,, Based on discussions with our ambulance <br /> contractor, I am recommending that the fees~ for <br /> advanced-life support-services be increasedlfrom <br /> $150 to $200, and that-%he rate-for basic<.life <br /> support be eliminated, s~nce all calls are answered <br /> by crews who are prepared to deliver advanced life <br /> support. A charge of~ $4~00~for eachlmile a patient <br /> is transported is also included. By approval.of~ ~. <br /> this ordinance change, the annual subsidy~the City <br /> pays to the contractor will be reduced from <br /> approximately $308,000 to.$240,000 next year. <br /> <br /> 2. A motion authorizing the C~ty Mahager to~exec~an~ <br /> addendum agreement with Tidewater Ambulance <br /> Service. Inc., in orde~ to implement the changes. <br /> <br /> (1) An ordinance adopting the revised Classification~ , <br /> and Pay Plan. This ordinance contains a five <br /> percent general wage pay~ increase for all <br /> classified~and appoin~te~ employees who are~includedi~ <br /> in the Plan. However, it excludes the customary <br /> in-grade progression (anniversary step). <br /> <br /> The proposed ordinances and~proposed motion listed abov~ <br />are submitted for your review in ordeL to provide you with ~he <br />overall actions tha~ will be necessary to implement the budget <br />as recommended. In accordance with~y~r direction to kave,two_i <br />considerations, I recommend your deferral of~these items until <br />the meeting of May 12,~992. Yc~r £inal a~proval is ~equest~d <br />for adoption of the Annual Operating Budget for the fiscal year <br />beginning July 1, 1992. <br /> <br /> <br />
