Michael Miller, representing, applicant, 6006 <br />Churchland Boulevard <br /> Chuck Harris, President, YMCA of South Hampton Roadsl 312 <br />Bute Street, Norfolk, VA <br /> Warren Harris, Board of Directors, YMCA~of South Hampton <br />Roads, 312 Bute Street <br /> <br /> Mayor'Webb abstained due to her position on the YMCA <br />Board. <br /> <br /> Motion of Mr. King and seconded by Mr. Clemons to concur <br />with the'recommehdation of the Planning Commission that Z-92-08 <br />be approved on first reading by a 6-0-1(Webb) vote. <br /> <br />(d) UP-92-04 <br /> <br />DOWNTOWN NEIGHBORHOOD - Use permit <br />application of the YMCA of South Hampton <br />Roads, by J. Michael Miller, for a child day <br />care facility on property located <br />at 719 & 721 Bart Street and 1009, 1011 & <br />Y013 Effingham ~tre~t~ <br /> <br /> Mayor Webb <br />Board. <br /> <br />abstained <br /> <br />due to her position on the YMCA <br /> <br /> Motion of Mr. Clemons and seconded by Mr. King to concur <br />with the ~ecommendation of the P~annlng Commission that <br />UP-92-04 be approved on first reading by a 6-0-1(Webb) vote. <br /> <br />(e) UP-92-09 <br /> <br />DOWNTOWN NEIGHBORHOOD Use permit -- <br />application of the Tabernacle of Deliverance <br />of Our Lord Jesus Christ,~by P&stor-Arthu~-~ <br />Barner, for a church at 5017-5021 George' <br />Washington Highway. <br /> <br /> Rev. ~rthur J. ~arner~ applicant, spoke in support of the <br />use permit application. <br /> <br /> Motion of Mr. King and seconded by Mr. Corprew to concur <br />with the ~ecommendation of the Planning Commission that <br />UP-92-04 be approved with an additional condition that this use <br />permit be non-transferrable. <br /> <br /> Substitute motion of Mr. Clemons and seconded by Mr. <br />Epperson to concur with the recommendation of the Planning <br />Commission that UP-92-4 be approved with an additional <br />condition that this use permit be non-transferable and to <br />eliminate the condition limiting occupancy to 100 people was <br />approved by unanimous vote. <br /> <br />On motion meetinG was adjourned at 8:15 p.m. <br /> <br />AP~PROVED ~- ~ ~%7 <br /> <br /> <br />
