May 26, 1992 <br /> <br /> This work is essentialIy~complete with only minor cleanup, <br />landscaping, and pavement markings required. However, during <br />the preparation for final paving, substandard base conditions <br />were~encountered, resulting in necessary change orders which <br />will exc~ed~the~25% allowable'limit'~of the construction- ~ <br />contract. ~ ......... ~ ' ~ <br /> <br /> In addition, seasonal weather conditions, which prolonged <br />the construction schedule, caused overruns in traffic control, <br />signalization, and engineering inspectioh~ costs. <br /> <br /> An additional appropriation of $26,100 will be necessary <br />to cover theseloverruns calculated as fotlows: <br /> Traffic Control'ahd Signalization - s 4,532%67 <br /> Engineering, Inspection & Administration $10,683.40 <br /> Construction Contract S10,883.93 <br /> <br /> TOTAL ADDITIONAL APPROPRIATION REQUIRED $26,100.00 <br /> <br /> The Director of Public Works has requested permission, <br />therefore~ to,exceed the allowable 25% limit for change orders <br />on the construction contract with Aldo Construction Corporation <br />and an additional appropriation of $26,100. All changes have <br />been approved by the Virginia Department of Transportation and <br />all associated costs are 100% reimbursable by the State~ <br /> <br /> I, therefore, concur with the recommendation of the <br />Director of Public Works and request your approval of this <br />action. Since the project is nearing completion, I recommend <br />your approval of the appropriation ordinance." <br /> <br /> Motion of Mr. Hawks and seconded by Mr. King, the <br />following ordinance was adopted, and by the following vote: <br /> <br />(a) <br /> <br />"AN ORDINANCE TO APPROPRIATE $26,100.00 FROM THE CAPITAL <br />IMPROVEMENTS FUND FOR TRAFFIC CONTROL, SIGNALIZATION, AND <br />ENGINEERING TNSPECTION COSTS IN THE PORT NORFOLK'AREA.'' <br /> <br />Ayes: Corprew, Epperson, King, Hawks <br />Nays: Clemens <br /> <br />(b) Motion of Mr. Epperson and seconded by Mr. King, to <br /> authorize the City Manager to execute an amended <br /> contract with Aldo Construction Corporation to exceed the <br /> 25% on the current contract, and was adopted by the <br /> following vote: <br /> <br />Ayes:-Corprew, Epperson, King, 8awks <br />Nays: Clemens <br /> <br /> 92-191 - Letter from the Deputy City Manager recommending <br />adoption'of'five resolutions to-acquire~portions of properties <br />by eminent domain. <br /> <br /> "The City Attorney's Office has completed the acquisition <br />of properties necessary for the widening of High Street at <br />Shirley Road. As you.are aware., High Street is also be be <br />widened in the area of Maryview Hospital and Willett Dr{ve. <br />There are five properties remaining in that area for which no <br />agreementhas been made as to the purchase price. <br /> <br /> The~Ci~y Engineer believes that there will be considerable <br />savinos:by bidding out-both portions of the project together. <br />Therefore,~I~ r~commend your adoption of the attached Eminent- <br />Domain resolutions. ~This will enable the City Attorney's <br />Office to acquire these properties immediately, by Certificates <br />of Taking." <br /> <br />(a) <br /> <br />A resolution to provide for the acquisition of <br />certain property owned by Leondios C. Loizou and <br />Helen G. Loizou under eminent domain proceedings <br />pursuant to the Charter of the City of Portsmouth. <br /> <br /> <br />
