Corprew, Jr., <br />Johnny M. Clemons, John H. Epperson, James C. Hawks, Lee E. <br />King, Junius H. Williams, Jr., V. Wayne Orton, City Manager, <br />Stuart E. Katz, City Attorney. <br /> <br /> Joy Louden, 4th Grade Student of Port Norfolk Elementary <br />School opened the meeting with prayer followed by the Pledge of <br />Allegiance to the Flag by Ashley Whitfield, 2nd Grade Student <br />of Port Norfolk Elementary School. <br /> <br /> Mayor Webb welcomed all in attendance. <br /> <br /> Motion of Mr. Hawks and seconded by Mr. King, the minutes <br />of the Regular Meeting on May 26, 1992 were approved and <br />adopted by unanimous vote <br /> <br />92-188 - NON-AGENDA SPEAKERS <br /> <br />1. Gilbert W. Ronco, 13 W. Roberts Court, spoke on the noise <br />generated by the cleaning of the parking area at Elmhurst <br />Square Shopping Center. <br /> <br />2. Charlotte Scott, 5658 Craney Brook Lane 9B, representing <br />the Washington Park Youth Council, spoke on soil contamination <br />in the Washington Park area. <br /> <br />3. Minister Rafiq zaidi, 3106 Hull Street, representing the <br />Black Concerned Citizens, spoke on ABEX Contamination of <br />Washington Park area. <br /> <br />4. J. Brewer Moore, 308 Bobby Jones Drive, spoke on the Metro <br />Core City. <br /> <br />CITY MANAGER'S REPORT <br /> <br />92-189 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $7,945,00 from the Public utility <br />Capital Improvements fund for construction of Churchland <br />Transmission Water Main and award of contract to the low <br />bidder, Rockdale Pipeline, Inc. <br /> <br /> "The Director of Public Utilities is pleased to report <br />that bids for the construction of the Churchland Transmission <br />Main were opened on May 19, 1992 with very favorable results. <br />Twelve bids were received (from three local and nine national <br />contractors) with the apparent low bidder being Rockdale <br />Pipeline, Incorporated of Conyers, Georgia at $6,908,855. This <br />bid, and the majority of the bids received, were substantially <br />below the estimates of both the Public Utilities Department <br />($8.6 million) and its engineering consultant, HDR Engineering <br />($10.129 million). The Director attributes this to a very <br />competitive atmosphere brought on by the still recovering <br />national economy and to HDR's structuring of a very competitive <br />set of plans and specifications. <br /> <br /> The Director of Public Utilities recommends award to and <br />execution of a contract with Rockdale Pipeline, Incorporated <br />(contingent upon completion of easement acquisition) and the <br />appropriation of $7,945,000 for this project (contract amount <br />plus 15% contingency).
