582 October 9. 2007 At a Called Meeting of the City Council on Tuesday, October 9,2007, there were present: Vice Mayor Marlene W. Randall, William E. Moody, Jr., *Stephen E. Heretick, Elizabeth M. Psimas, *Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 07 - 428 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, October 9, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 429 - Motion by Ms. Psimas, and seconded by Mr. Moody, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss the disposition of publicly owned real estate, as per subsection 3, and appointments to boards and commissions, as per subsection 1, and also for matters requiring the advice of legal counsel, as per subsection 7: The subjects of the meeting are the City's Suffolk golf course, appointments of citizens to boards and commissions, and also the proposed Chesapeake ethanol refinery. The purpose of the meeting is to permit discussion of possible appointments, strategy, and negotiating position. The motion was adopted by unanimous vote. Motion by Mr. Heretick, and seconded by Mr. R. Smith, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council.
