September 25. 2007 At a Called Meeting of the City Council on Tuesday, September 25, 2007, there were present: Mayor James W. Holley III, Vice Mayor Marlene W. Randall, *William E. Moody, Jr., Stephen E. Heretick, Elizabeth M. Psi mas, Ray A. Smith, Sr., Douglas L. Smith, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. 07 - 402 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the 6th Floor Conference Room, 801 Crawford Street, 5:00 p.m., Tuesday, September 25, 2007 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 07 - 403 - The following items were discussed in Public Work Session: 1. Courthouse Project Briefing - Jay Moore, Project Architect I Richard Hartman 2. Other Post Employment Benefits (OPEB) Briefing - Lance Wolff 3. Discussion of City Council Retreat 4. Attendance at the Ethanol Rally 07 - 404 - Motion by Mr. R. Smith, and seconded by Mr. D. Smith, to go into Closed Meeting pursuant to provisions of Section 2.2-3711 (A) of the Code of Virginia, to discuss appointments to boards and commissions, as per subsection 1, and the disposition of publicly owned real estate, as per subsection 3. The subjects of the meeting include appointments of citizens to boards and commissions and certain real estate owned by Portsmouth in the City of Suffolk. The purpose of the meeting is confidential discussion of possible appointments, negotiating strategy for competitive real estate transactions. The motion was adopted by unanimous vote. Motion by Mr. R. Smith, and seconded by Ms. Psi mas, pursuant to Section 2.2- 3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion, by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote. On motion, meeting adjourned.
