King, johnny M. <br /> Clemons, Bernard D. Griffin, Sr., James C. Ba~ks~ John H. <br /> Epperson, Cameron C. Pitts, V. Wayne Orton, City Manager, <br /> stuart E. Katz, City Attorney <br /> <br /> 92-229 - NON-AGENDA SPEAKERS <br /> <br /> There were no non-agenda speakers. <br /> <br />92-170 - Public Hearing on rezoning application: <br /> <br /> (b) Z-92-07 CHURCHLAND NEIGHBORHOOD - Rezoning <br /> application Joseph Preziotti, Jr., for Leon <br /> M. & Dolores A. Coppedge, for property on the <br /> north side of the 4600 block of West Norfolk <br /> Road. (DEFERRED FROM THE MEETING OF 5/11/92 <br /> & 6/8/92) <br /> <br /> Joseph Preziotti, Jr., 4217 Quince Road, representing <br />applicant spoke in support of the rezoning application. <br /> Elbert Davis, 4621 West Norfolk Road, spoke in opposition <br />of the rezoning application. <br /> Steve Liles, President, Hunters Point Civic League, 3740 <br />Linnet Lane, spoke in oppositiOn of the rezoning application. <br /> Wayne J. Hughes, 4629 West Norfolk Road, spoke in <br />opposition of the rezoning application. <br /> <br /> Motion of Mr. Clemons and seconded by Mr. King, to concur <br />with the recommendation of the Planning Commission that Z-92-07 <br />be denied, failed by the following vote: <br /> <br /> Ayes: Clemons, King <br /> Nays: Epperson, Griffin, Hawks, Pitts, Webb <br /> <br /> Motion of Mr. Hawks and seconded~by Mr. Epperson, that <br />Z-92-07 be approved on first reading and was adopted by <br />a V~-~f 5~Clemons, King). <br /> <br />92-184 Public Hearing on rezoning and use permit <br /> applications: <br /> <br />(a) Z-92-09 <br /> <br />DOWNTowN NEIGHBORHOOD - Rezoning application <br />of the Portsmouth Redevelopment and Housing <br />Authority, by Architect David Smith, for <br />property at 616 Queen Street. (~EFERRED FROM <br />MEETING OF JUNE 8, 1992) <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Griffin to concur <br />with the recommendation of the Planning Commission that Z-92-09 <br />be approved on first reading and was adopted by unanimous vote. <br /> <br />(b) UP-92-06 <br /> <br />DOWNTOWN NEIGHBORHOOD - Use permit <br />application of the Cathedral of Praise, by <br />Linda McCloud, for an adult residential care <br />facility at 439 Green Street.
